W A T E R E N E R G Y L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />P <br />UB LIC UTILITIES Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />GENERAL MANAGER'S REPORT <br />DATE: JULY 10, 2023 <br />SUBJECT: RIVERSIDE PUBLIC UTILITIES SAFETY PROGRAM METRICS ON SAFETY <br />INJURIES AND TRAINING FOR 2023 <br />This update on Riverside Public Utilities (RPU) Safety Program highlights the department's strong <br />emphasis for the safety of all RPU's team members. RPU considers safety to be essential for <br />success in accomplishing our mission. Through our values of teamwork, integrity, <br />professionalism, and safety, the Safety Team, with the support of the RPU Executive Team, <br />promotes a strong safety culture at all levels of RPU. To support safety, the RPU Safety Team <br />has clear objectives, effective processes, and shares information using an improved safety <br />dashboard. By providing tools, training, and programs throughout the year, RPU strives to ensure <br />that all team members have the necessary knowledge, skills, and support to work safely. <br />RPU has updated the Safety Dashboard with Occupational Safety and Health Administration <br />(OSHA) Metrics Reports, Division Safety Risk Levels, Nature of Injures, Type of Incidents by <br />month, and Claims Cost. An OSHA reportable event is "any work-related injury or illness that <br />results in loss of consciousness, days away from work, restricted work, or transfer to another job <br />and any work-related injury or illness requiring medical treatment beyond first aid." The RPU <br />Safety Enhancement Program Committee is tasked to review these metrics on regular basis and <br />develop objectives to improve our performance as measured by these metrics. Development of <br />leading metrics, such as training hours, frequency of tailboard meetings, and safety audits will <br />require us to create uniform processes and recording across the department. That work will be <br />undertaken in the coming months and reflected in future reports as the data becomes available. <br />RPU's Utility Safety & Training Manager, Samuel Davis, and the RPU Safety & Training Team <br />lead Electric Safety Committee and Water Safety Committee meetings. In addition, the RPU <br />Team actively participate in several Citywide committees focused on safety: 1) Citywide Safety <br />Committee, 2) Safety Regulatory Compliance Committee, 3) Root Cause Identification <br />Committee, 4) Citywide Safety Policy Committee and 5) Hazardous Waste Committee. The <br />Human Resources Safety Division also actively collaborates with and supports the RPU safety <br />and training team and its many programs. For example, Human Resources serves as the lead <br />for several interagency programs including, but not limited to, the following: the Department of <br />Transportation Drug and Alcohol Program, the California Department of Motor Vehicle Employer <br />Pull Notice Program, and the Federal Motor Carrier Safety Administration Clearinghouse. <br />Attachments: <br />1. 2023 YTD Safety Metrics <br />2. 2023 YTD Training Participation <br />3.
