People Serving <br />People <br /> <br /> Riverside <br /> CITY OF RIVERSIDE <br />CITY COUNCIL MEMORANDUM lll]l.' <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: April 13, 2004 <br />ITEM NO: 22 <br /> <br />SUBJECT: <br /> <br />AWARD PROFESSIONAL SERVICES AGREEMENT TO RRM DESIGN iGROUP FOR <br />ARCHITECTUAL AND ENGINEERING SERVICES ASSOCIATED WITH MEASURE "G" <br />FIRE PROJECTS <br /> <br />BACKGROUND: <br /> <br />On November 4, 2003 voters of the City of Riverside approved Measure "G" authorizing the City to issue <br />up to $20 million in general obligation bonds. These bonds will provide funding to replace several <br />inadequate and outdated fire facilities. These new facilities will fulfill the current space requirements of <br />the Fire Department. Adequate space is necessary to. house operations and equipment, provide fair and <br />equitable solutions to housing mixed gender crews and comply with current building codes including the <br />Essential Services Building Act and ADA requirements. <br /> <br />The Fire Department released a Request for Proposal for architectural and engineering services for Fire <br />Stations, Training Tower and Burn Building, Training Classrooms and Emergency Operations Center. <br />Several firms were interested in these projects, submitted proposals and participated in a selection <br />process. After careful review of written proposals, oral interviews and cost proposals, staff selected two <br />firms and began negotiations. Staff recommends the selection of RRM Design Group, a firm which has <br />strong technical expertise and past experience with fire station, training facilities and emergency <br />operations center design and development. Another critical requirement for selection was their <br />experience with completing projects on time and within budget. <br /> <br />The attached agreement with RRM Design Group will allow the City to begin design and development <br />immediately. The proposed amount for architectural and engineering services is $1,499,000. <br /> <br />FISCAL IMPACT: <br /> <br />Funds for architectural and engineering services are available in various account numbers assigned to <br />Measure "G" projects. <br /> <br />ALTERNATIVES: <br /> <br />1. Reject all proposals received and issue a new Request for Proposals for such <br /> Architectural/Engineering Services. <br /> <br />2. Reject all proposals submitted and not complete these projects at this time. <br /> <br />22-1 <br /> <br /> <br />
