People Serving <br />People <br /> <br /> Riverside <br />CITY OF RIVERSIDE <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL DATE: April 13, 2004 <br /> <br /> ITEM NO: 21 <br /> <br />SUBJECT: JOINT USE AGREEMENT WITH RIVERSIDE UNIFIED SCHOOL DISTRICT <br /> <br />FOR A COMMUNITY GARDEN AT EMERSON ELEMENTARY SCHOOL <br /> <br />BACKGROUND: <br /> <br />The City of Riverside Park and Recreation Department in collaboration with the California Healthy <br />Cities and Communities (CHCC) and the Riverside Unified School District (RUSD) have worked <br />together with the community to research and plan a community garden in the Eastside. In <br />November 2004, the City received a $22,500 grant from California Healthy Cities and Communities <br />to establish a community garden at Emerson Elementary School. The Riverside Park and <br />Recreation Department and the Riverside Unified School District desire to formalize the partnership <br />with an agreement to use a plot of land at Emerson Elementary School for the garden site. The <br />creation of the garden will provide an opportunity for youth and adults to work together while <br />learning about horticulture and agricultural. The garden project will also provide positive use of <br />vacant land; enhance the school's role in community; provide healthful and fun activities; and offer <br />positive after-school activities for youth and adults. <br /> <br />Public access to school facilities during non-school hours helps meet community recreation needs. <br />It is evident to the Park and Recreation Department that various agencies must collaborate and <br />share resources in order to maximize their dollars and effectiveness. This agreement promotes a <br />positive relationship with Riverside Unified School District and encourages future shared use <br />situations. <br /> <br />FISCAL IMPACT: <br /> <br />There is no impact to the general fund. <br /> <br />ALTERNATIVES: <br /> <br />The City Council may choose not to enter into a Joint Use Agreement with the Riverside Unified <br />School District, which could cause the City to lose the opportunity to enhance community programs <br />and provide quality service for our residents. Staff does not recommend this alternative. <br /> <br />RECOMMENDATION: <br /> <br />That the City Council: <br /> <br />21-1 <br /> <br /> <br />
