CITY COUNCIL <br />HOUSING AUTHORITY <br />MINUTES <br />TUESDAY, JUNE 13, 2023, 3 P.M. <br />CityofArts&Innovation PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />amending the Zoning Code Map to apply the CR - Cultural Resources Overlay Zone to <br />the subject property. No one spoke on the matter. The public hearing was officially <br />closed. <br />Following discussion, it was moved by Councilmember Edwards and seconded by <br />Councilmember Cervantes to (1) determine that Planning Case DP -2022-01794 (Historic <br />Designation), to designate the Paul A. Lewis Residence as a City Landmark, is <br />categorically exempt from the California Environmental Quality Act (CEQA) pursuant to <br />Sections 15061(b) (3) (Common Sense Exemption) and 15308 (Actions by Regulatory <br />Agencies for Protection of the Environment), as the proposal will have no significant <br />effect on the environment, identifies the structure as a cultural resource, and preserves <br />the historic character of a cultural resource; (2) approve Planning Case DP -2022-01794 <br />(Historic Designation) based on, and subject to, the Cultural Heritage Board facts for <br />findings outlined in the Cultural Heritage Board staff report; (3) adopt a Resolution <br />designating the Paul A. Lewis Residence as a City Landmark; (4) approve the findings in <br />the staff report for the Zoning Code Map Amendment to apply the CR - Cultural <br />Resources Overlay Zone to the subject property; and (5) introduce an Ordinance to <br />rezone 3881 Loring Drive from the R -1 -7000 -Single Family Residential Zone to the R -1 -7000 - <br />CR - Single Family Residential and Cultural Resources Overlay Zones. The motion carried <br />unanimously. <br />Whereupon, the title having been read and further reading waived, Resolution No. 23997 <br />of the City Council of the City of Riverside, California, Approving the Application Under <br />Planning Case Number DP -2022-01794 Designating The Paul A. Lewis Residence located <br />at 3881 Loring Drive, as City Historic Landmark # 148, was presented and adopted and an <br />ordinance entitled "An Ordinance of the City of Riverside, California, Amending the <br />Zoning Map of the City of Riverside Pursuant to Chapter 19.090 of the Riverside Municipal <br />Code by Rezoning Property located at 3881 Loring Drive from the Single -Family <br />Residential Zone (R-1-7000) to the Cultural Resources Overlay Zone (CR)," was presented <br />and introduced. <br />108-374 <br />
