<br /> <br />CIT'{ OF RIVERSIDE <br /> <br />Riverside <br />t&e.d <br />;mr <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />People Serving <br />People <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: April 13, 2004 <br /> <br />ITEM NO: 15 <br /> <br />SUBJECT: <br /> <br />2004-2005 One-Year Ac:tion Plan of The Five-Year Consolidated Plan for the use <br />of Community Development Block Grant (CDBG), Emeraencv Shelter Grant <br />(ESG), Housina Opportunity for Persons With Aids (HOPWA) and Home <br />Investment Partnership (HOME) Funds <br /> <br />BACKGROUND: <br /> <br />The City of Riverside is an entitlement city for the receipt of federal funds from the U.S. Department of <br />Housing and Urban Development (HUD) for four federal programs: Community Development Block Grant <br />(CDBG), Emergency Shelter Grant (ESG), Housing Opportunities for Persons with Aids (HOPWA) and <br />HOME Investment Partnership Program (HOME). In order to receive these funds the City developed a <br />Five-Year Consolidated Plan, which defines community needs, strategies for meeting those needs <br />accompanied with the resources available to meet those needs. HUD also requires the City to develop <br />and submit a yearly Action Plan ("One-Year Action Plan"), forty-five (45) days prior to the beginning of the <br />program year, outlining how and for what purpose the various federal funds will be utilized. The Action <br />Plan submittal date is May 14, 2004. The City is required to obtain citizen input on use of the CDBG <br />funds and conduct a public hearing prior to submitting the One-Year Action Plan. Each program and <br />proposed activity is as follows: <br /> <br />Community Development Block Grant (CDBG) <br /> <br />The City of Riverside has been notified by HUD of their FY 2004-05 CDBG allocation amount, totaling <br />$4,040,000. CDBG funds are required to be used for eligible activities such as: acquisition of real <br />properties, public facilities and improvements, housing rehabilitation, economic development, public <br />services and program administration, to name a few. These eligible activities are also required to meet at <br />least one of the three (3) CDBG program National Objectives, which are: 1) to assist low and moderate <br />income persons, 2) aid in the prevention or elimination of slum or blight and 3) meet urgent community <br />needs. <br /> <br />Citizen Participation Process <br />The revised Citizen Participation Process, which was approved by City Council in October 2003, is <br />currently underway. We have conducted a total of six (6) Focus Area Meetings in each of the three (3) <br />Focus Area (North End, Central City, & West End) during the months of January and February 2004. The <br />January meetings consisted of City Department presentations on proposed projects. The February <br />meetings consisted of community discussion on proposed projects and voting for project & program <br />recommendations. Community attendance averaged approximately 60 residents, with the exception of <br />the last North End Meeting, which had approximately one hundred and twenty (120) attendees.
