People Serving <br />People <br /> <br /> Riverside <br /> CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />HONORABLE MAYOR AND CITY COUNCIL DATE: April 13, 2004 <br /> <br /> ITEM NO: 24 <br /> <br />SUBJECT: PREPARATION OF THE ENGINEER'S REPORT - 2004105 STREET LIGHT <br /> <br />ASSESSMENT DISTRICT - RESOLUTION ADOPTION <br /> <br />BACKGROUND: <br /> <br />The annual process for the Street Light Assessment District requires that the City Council adopt <br />a Resolution ordering the preparation of the Annual Engineer's Report. The Engineer's Report <br />outlines the street lighting expenses and proposed assessments for the coming fiscal year. <br />After the report's preparation, it will be presented to the City Council and, at that time, the <br />required public hearing will be scheduled to coincide with the 2004/05 Annual Budget adoption. <br />The report will be prepared by Albert A. Webb Associates, for a fee of $14,000, under the terms <br />of a five-year contract now in its second year. <br /> <br />The Engineer's Report calculates the annual assessments by the allocation of the total street <br />lighting expenses of the District to the various lighting zones (including residential, rural and <br />non-residential zones). Measure EE, passed by the voters in June 1997, approved the <br />continuation of the assessments at the same rates as established in 1996/97. The estimated <br />assessment levies of $3,250,000 will recover approximately 87% of the estimated 2004/05 <br />street lighting expenses ($3,723,000). <br /> <br />FISCALIMPACT: <br /> <br />The preliminary 2004/05 Annual Budget will anticipate General Fund revenue of approximately <br />$3,250,000 from the Street Light Assessment District. A reduction or elimination of the <br />anticipated revenue from the District would require additional budget review to address the loss <br />of revenue. <br /> <br />24-1 <br /> <br /> <br />
