W A T E R E N E R G Y L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />P <br />UB LIC UTILITIES Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: JUNE 26, 2023 <br />SUBJECT: SOFTWARE AND TECHNICAL SUPPORT SERVICES FOR THE PLANT <br />CONTROL SYSTEMS AT RIVERSIDE ENERGY RESOURCE CENTER AND <br />SPRINGS GENERATING STATION FROM E&M ELECTRIC & MACHINERY, <br />INC., DBA AVEVA SELECT CALIFORNA OF HEALDSBURG, CALIFORNIA, <br />FOR A THREE-YEAR TERM IN THE AMOUNT OF $124,785 <br />ISSUE: <br />Consider recommending that the City Council approve the expenditure for software and technical <br />support services for the plant control systems at Riverside Energy Resource Center and Springs <br />Generating Station from E&M Electric & Machinery, Inc., dba Aveva Select California of <br />Healdsburg, California, for a three-year term in the amount of $124,785. <br />RECOMMENDATION: <br />That the Board of Public Utilities recommend that the City Council authorize the expenditure for <br />software and technical support services from E&M Electric & Machinery, Inc., dba Aveva Select <br />California of Healdsburg, California for the plant control systems at Riverside Energy Resource <br />Center and Springs Generating Station, for a three-year term in the amount of $124,785. <br />BACKGROUND: <br />The City of Riverside owns and operates the Riverside Energy Resource Center (RERC), and the <br />Springs Generating Station (Springs). Both plants are environmentally regulated to operate at <br />the lowest possible emissions for their engine classes. Collectively, they produce 232 megawatts <br />of power and only operate when there is a critical need to meet electricity demands. <br />Operations at each facility are conducted through the plant's distributed control systems allowing <br />technicians to interface with numerous pieces of equipment and a wide variety of components. <br />The Wonderware software runs on the distributed control systems and provides data that is used <br />in the supervisory control and data acquisition system (SCADA) as well as RPU's PI system <br />dashboards. Wonderware was installed during initial construction at RERC and Springs and <br />customized for each generation facility. The software, which is considered one of the best control <br />software systems for this use, has been continuously used and updated since each facility was <br />commissioned: Springs in 2002; RERC Units 1 & 2 in 2006; and RERC Units 3 & 4 in 2011. <br />E&M Electric & Machinery, Inc. dba Aveva Select California (E&M) is the vendor for the <br />Wonderware software used at RERC and Springs. E&M provides technical support and upgrades <br />the software when required. The software is owned by Aveva Software, LLC. <br />
