W A T E R E N E R G Y L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES <br />DATE: JUNE 26, 2023 <br />SUBJECT: DECLARE THE VACANT CITY -OWNED LAND, APPROXIMATELY 852.8 <br />SQUARE FEET, BEARING ASSESSOR'S PARCEL NUMBER 154-391-011, <br />FORMERLY KNOWN AS THE MITCHELL BOOSTER STATION, AS EXEMPT <br />SURPLUS; PURCHASE AND SALE AGREEMENT WITH SALVADOR GARCIA <br />AND NANCY GARCIA MENDEZ FOR THE SALES PRICE OF $4,213; AND A <br />RESOLUTION FOR A PORTION, APPROXIMATELY 346.3 SQUARE FEET, TO <br />BE CONVERTED TO PUBLIC RIGHT-OF-WAY <br />ISSUES: <br />Declare the vacant City -owned land, approximately 852.8 square feet, bearing Assessor's Parcel <br />Number 154-391-011, formerly known as the Mitchell Booster Station, as exempt surplus, <br />approve the Purchase and Sale Agreement with Salvador Garcia and Nancy Garcia Mendez for <br />the sales price of $4,213, and adopt a resolution for a portion, approximately 346.3 square feet, <br />to be converted to the public right-of-way. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that City Council: <br />1. Declare approximately 852.8 square feet of vacant City -owned land (Property) as exempt <br />surplus, located southwesterly corner of Misty Ridge Drive and Mitchell Avenue, formerly <br />known as the Mitchell Booster Station; <br />2. Authorize the Purchase and Sale Agreement with Salvador Garcia and Nancy Garcia <br />Mendez for the sales price of $4,213; <br />3. Adopt a Resolution for a portion of the vacant City -owned land, approximately 346.3 square <br />feet, to be converted to public right-of-way for street and sidewalk purposes; and <br />4. Authorize the City Manager, or designee, to execute the Agreement, including making <br />minor, non -substantive changes, and sign all documents and instruments necessary to <br />complete the transaction. <br />BACKGROUND: <br />The City of Riverside took over the Southwest Water Company (Southwest) in 1973, along with <br />its properties and assets in the city's western region. Among Southwest's assets was a small <br />piece of land designated for a future booster station, the Mitchell Booster Station (Property). An <br />
