CITY OF RIVERSIDE <br /> <br />CITY COUNCIL MEMORANDUM <br /> <br />People Serving <br />People <br /> <br />Riverside <br /> <br />t998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL DATE: AprJ. 1 13, <br /> ITEM NO: 29 <br /> <br />SUBJECT: LIBRARY REQUESTS ADOPTION OF A RESOLUTION TO WAIVE FORMAL <br /> BIDDING REQUIREMENTS TO PURCHASE FOUR SELF- CHECK MACHINES <br /> <br />FROM 3M LIBRARY SYSTEMS <br /> <br />2004 <br /> <br />BACKGROUND: <br /> <br />Thc Library desires an upgrade to two of it's outdated self-check machines at the Main Library and to add <br />two new self-check machines, one each, at the Casa Blanca Family Learning Center and the La Sierra <br />Neighborhood Library. This equipment allows library customers to check out their own materials by <br />interfacing directly with the new Innovative Interfaces, Inc. cimulation system without staff intervention. <br />The current self-check machines do not have the capacity to check out media and can no longer be <br />covered by maintenance agreement. The new model 6210 machines will read the barcodes on each <br />library item and desensitize the 3M security device at the same time. The model 6210 machines handle <br />the safe processing of all media types and can also be upgraded to read radio frequency identification <br />(RFID) tags when the Library is positioned to move to the new technology. <br /> <br />Total cost is $102,414.75, which includes a $2,500 trade-in allowance for the two model 5210 self-check <br />units and a reduction of $8,000 if the four model 6210 machines are purchased by June 30, 2004. <br />Included in the cost is an annual service agreement of $13,600. <br /> <br />FISCAL IMPACT: <br /> <br />Included in the financing of the new Library automated system, approved by City Council on October 28, <br />2003, was funding for four new self-check machines. Available funds are appropriated in project <br />9769300203 ~.~030100. <br /> <br />ALTERNATIVES: <br /> <br />The alternative is to seek a different vendor or eliminate library use of self-check machines. <br /> <br />RECOMMENDATIONS: <br /> <br />That the City Council adopt a resolution waiving formal bidding requirements of Purchasing Resolution <br />No. 20557 and authorize the Purchasing Services Manager to issue a purchase order to 3M Library <br />Systems in the amount of $102,414.75 for four.(4) self-check machines. <br /> <br />Library Director <br /> <br />Appr~.. <br />Ge~qe (~a~alho <br />City Manager <br /> <br />29-1 <br /> <br /> <br />
