People Serving
People

CITY OF RIVERSIDE Jvcrsld¢

1998

HONORABLE MAYOR AND CITY COUNCIL

DATE: April 13, 2004

ITEM NO: 30

SUBJECT:

LIBRARY REQUESTS ADOPTION OF A RESOLUTION TO WAIVE FORMAl
BIDDING REQUIREMENTS TO PURCHASE ANNUAL DATABASE SUBSCRIPTION

FROM GALE GROUP

BACKGROUND:

The Library contracts with outside agencies for access to databases outside our automated system. To
continue to access InfoTrac OneFile, an expanded on-line, full-text database for magazines, and to add
the on-line Contemporary Authors database, the Library wishes to contract with the Gale Group. This
vendor has been supplying these services to the library through the county contract for automation for a
number of years. The Library has found the service to be satisfactory.

Total cost is $49,883, which includes $46,795 and $3,088 for access to the InfoTrac OneFile and
Contemporary Authors databases, respectively.

FISCAL IMPACT:

Included in the financing of the new Library automated system, approved by City Council on October 28,
2003, was funding for on-line database access. Available funds are appropriated in project 9769300203-
44030100.

ALTERNATIVES:

The alternative is to seek a different vendor. However, seeking a different vendor will not insure
database availability upon activation of new library automation system.

RECOMMENDATIONS:

That the City Council adopt a resolution waiving formal bidding requirements of Purchasing Resolution
No. 20557 and authorize the Purchasing Services Manager to issue a purchase order to Gale Group in
the amount of $49,883 for database access for the period June 1, 2004 through September 30, 2005.

Appro~
....

30-1
