City of Arts &Innovation <br />CITY COUNCIL <br />MINUTES <br />TUESDAY, MAY 16, 2023, 12:00 P.M. <br />HUNTER HOBBY PARK <br />1401 IOWA AVENUE <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />COUNCILMEMBERS DECLARATION OF CONFLICTS OF INTEREST <br />There was no conflict of interest declared at this time. <br />DISCUSSION CALENDAR <br />FISCAL YEAR 2023-2024 BIENNIAL BUDGET AMENDMENT - SCHEDULE PUBLIC HEARING <br />Following discussion, it was moved by Councilmember Conder and seconded by <br />Councilmember Perry to (1) receive and order filed the proposed amendment of Fiscal <br />Year 2023-24 of the previously adopted Fiscal Year 2022-2024 Biennial Budget; (2) set a <br />public hearing for adoption of the Amended Fiscal Year 2023-24 Budget on June 27, 2023; <br />(3) authorize the Chief Financial Officer, or designee, to record a Fiscal Year 2022-23 <br />supplemental appropriation in the General Fund, Parks, Recreation and Community <br />Services Department in the amount of $175,000; and (4) direct staff to bifurcate the <br />matter of funding additional Full Time Equivalents for City Council from the adoption of <br />the Amended Fiscal Year 2023-2024 Budget. The motion carried unanimously. <br />FISCAL YEAR 2023-24 USER FEES AND CHARGES PROPOSED ADJUSTMENTS - SCHEDULE <br />PUBLIC HEARING <br />Following discussion, it was moved by Councilwoman Plascencia and seconded by <br />Councilmember Fierro to (1) receive and provide input on proposed adjustments to the <br />City's user fees and charges; and (2) set a public hearing for the adoption of the <br />proposed user fees and charges and resolutions amending the City Fees and Charges <br />Schedule for Fiscal Year 2023-24 on June 27, 2023. The motion carried unanimously. <br />CAR SHARE VEHICLES TO ESTABLISH CAR SHARE PARKING PROGRAM - ORDINANCE <br />INTRODUCED <br />Following discussion, it was moved by Councilmember Perry and seconded by <br />Councilmember Hemenway to introduce an Ordinance amending Chapter 10 of the <br />Riverside Municipal Code to add Section 10.52.260 regarding parking of car share <br />vehicles to establish car share parking program. The motion carried unanimously. <br />Whereupon an Ordinance entitled, "An Ordinance of the City of Riverside, California, <br />Amending Title 10 of the Riverside Municipal Code to Add Section 10.52.260 Regarding <br />Parking of Car Share Vehicles," was presented and adopted. <br />108-341 <br />
