These vacant lots have a blighting effect on a <br />neighborhood and attract dumping and crime. In order to qualify for RIDI funds, a builder has to <br />demonstrate the following: <br /> <br />. The house will be built in a ualified low to moderate-income census tract; <br />. The builder has the financia capacity required to build a single-family home; <br />. The builder has site control nd a building permit; and <br />. The grading of the site has ccurred (funds will be used as reimbursement for grading costs <br />only, excluding permit fees). <br /> <br />The RIDI program is part of a larger 10 al effort to improve neighborhoods through increased home <br />ownership. A significant focus of the G ant's effort is to encourage infill development of homes through <br />incentives such as the RIDI program a d Planning's Residentiallnfill Strategy, which reduces developer <br />fees. The RIDI program reimburses de elopers' cost of grading and padding infilllots (up to five <br />contiguous lots can be included in any rant application). <br /> <br />HCD is being approached by builders/ evelopers who are looking to build on parcels outside the target <br />areas, which are based off the 1990 census (see "Exhibit A"). HCD would like to expand the target areas <br />to include the low to moderate-income reas based off the 2000 census. The target areas would include <br />neighborhoods that contain qualified 10 to moderate-income census tract, including Airport, Arlanza, <br />Arlington, Arlington Heights, Casa Blanca, Downtown, Eastside, Grand, Hunter Industrial Park, La Sierra, <br />La Sierra Acres, La Sierra South, Mag olia Center, Northside, Presidential Park, Ramona, University, <br />Victoria, and Wood Streets (see "Exhi it B"). <br /> <br />FISCAL IMPACT: I <br /> <br />Expanding the target areas will expeditl the expenditure of RIDI funds, and allow more people to <br />participate in the program.
