City ofArts 8Z Innovation <br />CITY COUNCIL <br />SUCCESSOR AGENCY <br />MINUTES <br />TUESDAY, APRIL 25, 2023, 1 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />Councilmember Cervantes recused herself from the Closed Session item §54956.9(d)(2) <br />to confer with and/or receive advice from legal counsel concerning anticipated <br />litigation regarding one case. <br />Councilmember Edwards recused herself from the joint item with the Successor Agency <br />to the Redevelopment Agency declaring surplus properties citing financial conflict of <br />interest. <br />DISCUSSION CALENDAR <br />CHEECH MARIN CENTER FOR CHICANO ART AND CULTURE - RIVERSIDE ART MUSEUM <br />FINANCIAL UPDATE <br />Following discussion and without formal motion, the City Council received and ordered <br />filed a financial update on the first six months of operation of The Cheech Marin Center <br />for Chicano Art and Culture of the Riverside Art Museum. <br />NORTHSIDE AGRICULTURE INNOVATION CENTER UPDATE - LEASE/LEASE BACK <br />AGREEMENT - COMPLETION OF MASTER SITE DESIGNS - 895 AND 900 CLARK <br />Following discussion, it was moved by Councilmember Edwards and seconded by <br />Councilmember Fierro to approve the City Council Economic Development, <br />Placemaking, and Branding/Marketing Committee recommendation to (1) receive and <br />order filed an update on the Northside Agriculture Innovation Center; (2) approve a <br />Lease/Lease-Back Agreement with Northside Solar Farm, LLC, for a two-year option <br />period for a sum of five hundred dollars ($500), and a primary lease term of twenty years <br />with an annual rent of one hundred dollars ($100) for total lease agreement payments <br />from Northside Solar Farm, LLC, of $2,500 and a payment of $1 annually for 20 years from <br />the City of Riverside for the leaseback portion of the agreement for a total of $20; <br />(3) authorize the City Manager, or his designee, to execute the Lease/Lease-Back <br />Agreement with Northside Solar Farm, LLC, including making minor and non -substantive <br />changes; and (4) direct staff to draft a Professional Services Agreement with Lamplighter <br />Energy, Inc., to complete the Northside Agriculture Innovation Center's master site <br />designs and return to City Council for its review and approval. The motion carried with <br />Councilmembers Edwards, Cervantes, Fierro, Conder, and Perry voting aye, and <br />Councilmember Hemenway and Councilwoman Plascencia absent. <br />108-315 <br />
