The project consists of approximately 4,482 lineal feet of canal demolition, filling and <br />abandonment. The City of Riverside thrlough the Public Utilities Department has owned the Twin Buttes Canal <br />("Canal") in the La Sierra area since ~ 965. When the City purchased the Canal, certain portions were <br />acquired in fee and others as easemen~s. The main purpose of the Canal was to transport irrigation water to <br />adjacent properties. This began in the 1920s by the Twin Buttes Canal Company and lasted until 1992, when <br />the City ceased use of the Canal. <br /> <br />, <br />I <br />Under the original Agreements by which Riverside acquired the Canal, Riverside was obligated to reconvey <br />the easements to the underlying fee qlvvners, after Riverside ceased use of the Canal. To comply with its <br />contractual obligations, the Public Utilities Department is in the process of disposing of the easement portions <br />of the Canal to the underlying fee~wners. Also, to eliminate maintenance costs the Public Utilities <br />Department intends to transfer owne hip of the fee-owned portions of the Canal to the adjoining property <br />owners. Therefore, as the first step in t ansferring ownership to the adjacent property owners, the Canal will <br />have to be demolished, filled-in and a~andoned. <br /> <br />Eleven bids were received and openedlon March 3, 2004. The lowest responsive bid was received from Doja <br />Inc. Staff has reviewed all provided dpcumentation and has determined that Doja Inc., has met all of the <br />requirements of the specifications. , <br />I <br />The Board of Public Utilities approved and recommended that the City Council award a construction contract <br />to the lowest responsive bidder, as detlilrmined by the City Council, at its regular meeting on March 19, 2004. <br />(See attached Bid Award Recommendation for bid summary.) <br />I <br /> <br />FISCAL IMPACT: <br /> <br />Funds are budgeted and available fo~ this project in the Public Utilities' Water Fund, Twin Buttes Canal <br />Abandonment Account No. 6230000-470716. <br />I <br />I <br /> <br />ALTERNATIVES: <br /> <br />Another alternative is not to complete t~e Canal demolition. Since the City has ceased use of the Canal for <br />irrigation purposes, the City is contr~ctually obligated to return the easement portions of land to the <br />underlying fee owners. Also, the PubliC; Utilities Department would transfer ownership offee-owned portions <br />of the Canal to the adjoining property ~wners to reduce future maintenance and liability issues. <br />I <br />I <br />For the properties that are fee-owned by the City, it would be unlikely that the transfer of ownership to the <br />adjacent property owners would take pl~ce without the Canal improvements. For those property owners who <br />would not accept the transfer of owner~hip, would create land-lock pieces of land with no access. Therefore, <br />all property owners would have to agree to the transfer of ownership. This alternative is not recommended. <br />I <br /> <br />17-1 <br />
