CITY COUNCIL MINUTES ' TUESDAY, APRIL 18, 2023, 3 P.M. PUBLIC COMMENT IN PERSON/TELEPHONE City ofArts&.Innovation ART PICK COUNCIL CHAMBER 3900 MAIN STREET PRESENTATION LIBRARY DEPARTMENT OVERVIEW AND EMPLOYEE RECOGNITION Following discussion and without formal motion, the City Council received and ordered filed a presentation of the Library Department overview and employee recognition. DISCUSSION CALENDAR FISCAL YEAR 2022-23 - SECOND QUARTER FINANCIAL UPDATE - MID-CYCLE BUDGET ADJUSTMENTS - SUPPLEMENTAL APPROPRIATIONS Following discussion, it was moved by Councilmember Perry and seconded by Councilwoman Plascencia to (1) receive and order filed the Fiscal Year 2022-23 Second Quarter Financial update; and (2) with at least five affirmative votes, authorized the Chief Financial Officer, or designee, to record mid-cycle budget adjustments resulting in total supplemental appropriations of $46,502,618 for all City funds as detailed in the staff report. The motion carried with Councilmembers Edwards, Cervantes, Fierro, Perry, and Hemenway and Councilwoman Plascencia voting aye and Councilmember Conder absent. CLOSED SESSIONS The Mayor and City Council adjourned to closed sessions at 4:28 p.m. pursuant to Government Code (1) §54956.9(d) (1) to confer with and/or receive advice from legal counsel concerning Sheila Simmons v. City of Riverside, et al., Riverside Superior Court Case No. CVR12100546; (2) §54956.9(d) (1) to confer with and/or receive advice from legal counsel concerning Edna Bazile v. City of Riverside, et al., Riverside Superior Court Case No. CVR12301054; (3) §54956.9(d) (1) to confer with and/or receive advice from legal counsel concerning City of Riverside v. Pepe's, Inc., Riverside Superior Court Case No. CVR12205025; (4) §54956.9(d) (1) to confer with and/or receive from legal counsel concerning Daniel Hoxmeier v. City of Riverside, WCAB Claim No.(s): 180011; (5) §54957(a) for consultation with Chief of Police Larry Gonzalez and Chief Information Officer George Khalil regarding threat to public services or facilities; (6) §54956.9(d) (2) to confer with and/or receive advice from legal counsel concerning anticipated litigation regarding two cases; (7) §54956.9(d) (4) to confer with and/or receive advice from legal counsel concerning the City Council deciding whether to initiate litigation regarding one case; (8) §54957.6 to review the City Council's position and instruct designated representatives regarding salaries, salary schedules, or compensation paid in the form of 108-307
