INCLUSIVENESS, COMMUNITY ENGAGEMENT, <br />AND GOVERNMENTAL PROCESSES COMMITTEE <br />SPECIAL MEETING <br />City of Arts &Innovation <br />MINUTES <br />WEDNESDAY, JANUARY 4, 2023, 3:00 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />motioncarried with Chair Cervantes and Vice Chair Perry voting aye and Member <br />Conder absent. <br />COMMUNICATIONS <br />CITY ATTORNEY REPORT ON CLOSED SESSION <br />There was no announcement regarding closed session. <br />The City Council Inclusiveness, Community Engagement, and Governmental Processes <br />Committee recessed at 3:59 p.m. and reconvened at 4:15 p.m. with Chair Cervantes <br />presiding and Member Conder absent. <br />PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS <br />2022 RESHAPE RIVERSIDE REDISTRICTING PROCESS UPDATE <br />Hearing was called on the Reshape Riverside Redistricting Plan. Eight people spoke on <br />the matter. The public hearing was officially closed. <br />Following discussion, it was moved by Vice Chair Perry and seconded by Chair Cervantes <br />to (1) receive and order filed an update on the Reshape Riverside Redistricting Plan; <br />(2) consider Community of Interest Testimony and Draft Redistricting Maps; (3) refer Maps <br />A3, B, C2, D to City Council for consideration; (3) modify C2 creating a map with and <br />4 majority/minority wards; (4) modify Map D to put Eastside into ward 7 and extend Ward <br />1 outline to go further into Ward 4 towards Alanza, and Riverbed sections to give four <br />majority/minority; and (5) identify the location of parks and libraries in the maps. The <br />motion carried with Chair Cervantes and Vice Chair Perry voting aye and Member <br />Conder absent. <br />ICGC-51 <br />
