• <br />Dear Riverside City Council: <br />BROWN AND BLACK <br />REDISTRICTING ALLIANCE <br />On behalf of the Brown and Black Redistricting Alliance, a coalition of many Community Organizations, <br />Community Groups, Church Members, Community Leaders, Regarding Agenda Item #15- Reshape <br />Riverside Redistricting Process, We Riversiders' -Support Map A4 A (see attached PDF) <br />As for sequencing, Map A4 A which makes 3/4 majority LCVAP wards on the presidential cycle. <br />Working with Your Demographers and ours, plus the input from so many Communities of Interests from <br />residents CITYWIDE, and the input from you our City Council Members this map meets the following <br />criteria: <br />• Recognizes that our city is composed of a Latino Majority with 56.3% of the population. <br />• This map respects that there are 4 Majority wards. <br />• Map A4 A- respects that the Wards comprise a Latino Citizen Voting Age Population of at least <br />52% in Wards 1, 5, 6 & 7. <br />• The Wards are equal in population <br />• This map has a total deviation of 6.5% which is under the criteria of 10% <br />• This map respects the divisions of neighborhoods and communities of interest. <br />• 17 neighborhoods are together, this is at the request of the Community Members who are <br />asking CITY COUNCIL for better representation <br />• The Lines are Identifiable and easy to understand <br />• The wards are compact <br />• This Avoids the challenge of VIOLATING the Voting Rights act, which like many maps submitted <br />will do just this. <br />• This Map is compliant with the GINGLES factors based on the Supreme Court Case, Thornburg vs. <br />Gingles which proves 1) Minorities in question are sufficiently large and geographically compact <br />thereby creating a majority, 2) Voters in the minority groups vote together, and 3) Voters in the <br />Majority vote cohesively — (bloc Voting) <br />• This map satisfies the 2"d part of the Gingles test- which provides equal opportunity to <br />participate in political process and elect candidates of choice. <br />• This map complies with the Citizen Voting Age Population — which determines that the <br />population constitutes at least 50% of the district. <br />1 <br />
