Dearest Councilmembers and Mayor, Having deployed copious resources in search of what would possibly allow the Council to gerrymander the City along ethnic (pro -Latino "cracking") lines, using the narrative that we are somehow required to have 4 majority -minority districts in Riverside, I find nothing. In fact, I don't know why a majority - minority district would only count Latinos to begin with, without further analysis. If there is a racially polarized voting analysis that has been done, that has been directly or indirectly shared with you and not the public, I would suggest releasing that analysis to the public and delaying tomorrow's hearing. Please include this comment as part of public comment on tomorrow's agenda item. If you thought this current line of thinking would somehow preclude the City from litigation based upon Section 2 of the Voting Rights Act of 1965, it's my opinion you are encouraging the exact opposite, and promoting the perception that this process has become entirely political in nature.
