In fact, I don't know why a majority - <br />minority district would only count Latinos to begin with, without further analysis. If there is a racially <br />polarized voting analysis that has been done, that has been directly or indirectly shared with you and not <br />the public, I would suggest releasing that analysis to the public and delaying tomorrow's hearing. <br />Please include this comment as part of public comment on tomorrow's agenda item. If you thought this <br />current line of thinking would somehow preclude the City from litigation based upon Section 2 of the <br />Voting Rights Act of 1965, it's my opinion you are encouraging the exact opposite, and promoting the <br />perception that this process has become entirely political in nature.
