"Map A4 Modification is the only
map that has ds, has all of the North Side Specific Plan in one ward, and has a ward
(Downtown/Eastside/Northside) with an African American Communities of Interest while keeping 19
neighborhood communities together and protecting the integrity of the city.
Draft Map A4 maximizes the Voting Rights Act and better aligns with Riverside residents' community of
interest testimony. Map A4 has four Latino Citizen Voting Age Population majority wards. Map A4 includes
Casablanca in a High Latino CVAP Ward which adds more of Magnolia Center. We are glad to see all of the
remaining March 14th, 2023 city council meeting draft maps having 4 Latino Citizen Voting Age Population
Majority Wards but Draft Map D3 has a highly concentrated Latino CVAP area in Ward 1 lowered below 50%
LCVAP, and the sequencing of the majority LCVAP wards (2, 3, 4, and 7) putting only 2 majority LCVAP wards
on presidential year cycles, compared to maps A3 and A4 which make 3/4 majority LCVAP wards on the
presidential cycle.
A4 Modification maps uphold the Voting Rights Act and Community of Interest:
1.
2.
3• 4 Latino Citizen Voting Age Population Majority Wards (citizen voting age population 50% +) that
includes Casablanca neighborhood
4-
5.
6.
7. Keeps Casablanca neighborhood w/Majority Latino CVAP Ward and not with Mission Grove and
Orange Crest
8. (includes Ramona neighborhood and parts of Magnolia Center)
9•
10.
11.
12. Maintains African American communities of interest (downtown/Eastside/Northside)
13.
14• cc Mayor
15• City Council
16. Includes City Manager
17. all of the North Side Specific Plan area in one ward City Clerk
18.
City Attorney
ACMs
