CITY COUNCIL <br />PUBLIC FINANCING AUTHORITY <br />MINUTES <br />TUESDAY, FEBRUARY 28, 2023, 1 P.M. <br />City ofArts &.Innovation PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />between the Cities of Moreno Valley, Perris and Riverside and the County of Riverside; <br />(2) authorize the Mayor to execute the Fourteenth Amended Joint Powers Agreement, <br />including making minor and non -substantive changes; (3) approve the Tax and Revenue <br />Sharing Agreement Among the City of Moreno Valley, the City of Perris, the City of <br />Riverside, and the County of Riverside Regarding the March Joint Powers Authority <br />Territory; and (4) authorize the City Manager to execute the Tax and Revenue Sharing <br />Agreement, including making minor and non -substantive changes. The motion carried <br />with Councilmembers Edwards, Fierro, Conder, Perry, Hemenway, and Councilwoman <br />Plascencia voting aye and Councilmember Cervantes voting no. <br />SUBRECIPIENT AGREEMENT - DEDICATED BEDS AT HULEN PLACE FOR SUPPORT OF <br />UNHOUSED POPULATION - 2840 HULEN <br />Following discussion, it was moved by Councilmember Edwards and seconded by <br />Councilwoman Plascencia to (1) approve a new Subrecipient Agreement for the <br />Homeless, Housing Assistance, and Prevention Program Round 2 with Path of Life Ministries <br />in the amount of $876,000 and add 10 additional dedicated beds; and (2) authorize the <br />City Manager, or designee, to execute the Subrecipient Agreement for the Homeless, <br />Housing Assistance, and Prevention Program Round 2 with Path of Life Ministries including <br />making minor and non -substantive changes. The motion carried unanimously. <br />2022-2023 TREE POWER REBATE PROGRAM AND FREE SHADE TREE COUPON CAMPAIGN <br />Following discussion, it was moved by Councilwoman Plascencia and seconded by <br />Councilmember Conder to (1) approve the Fiscal Year 2022-23 Tree Power Program Free <br />Shade Tree Coupon Campaign in the amount of $460,000; (2) approve an increase in <br />the incentive for the Tree Power Program from $35 to $40 per tree for both the Tree Power <br />Rebate Program and the Tree Power Program's Free Shade Tree Coupon campaign; and <br />(3) authorize the City Manager, or designee, to issue purchase orders and change orders <br />to Parkview Nursery, 4377 Chicago Avenue; Parkview Nursery, 3841 Jackson Street; and <br />Louie's Nursery, 18550 Van Buren Boulevard based on the variable product demand of <br />each nursery for the Tree Power Program's Free Shade Tree Coupon campaign in a <br />collective amount of $460,000. The motion carried unanimously. <br />
