BROWN AND BLACK <br />REDISTRICTING ICTING ALLIANCE <br />October 5th, 2022 <br />Re: Riverside City Redistricting - Public Hearing #1 <br />Dear: Inclusiveness, Community Engagement, and Governmental Processes Committee <br />On behalf of the Brown and Black Redistricting Alliance, a coalition of many CBO's, <br />community groups and community members, regarding public comment Agenda Item #2 <br />Riverside city redistricting and want to share our coalition's community of interests and <br />submission of Brown and Black Redistricting Alliance Draft Map D Visual 3, that our <br />demographer Lupe Camacho submitted September 19th to redistricting staff. Our organization has <br />done extensive work in the City of Riverside. The Fair and Inclusive Redistricting for <br />Municipalities and Political Subdivisions Act (FAIR MAPS Act), requires the city to comply with <br />the federal Voting Rights Act of 1965 (VRA), and, to the extent practicable, keep communities of <br />interest together. In order for the City of Riverside to act in good faith, to be inclusive and <br />equitable, we request all redistricting workshops and public hearings to be held after 6:00 p.m. and <br />that there will be Spanish translation materials and interpreters. Below is our Riverside Ward 7 <br />map narrative based on the various Community of Interests. Our draft map maximizes the Voting <br />Rights Act. Our draft map has 4 Latino Majority voting rights act wards. The 4 Latino Majority <br />Voting Rights Act wards include: Ward 1 50.16% Latino CVAP; Ward 2 51.00 % Latino CVAP, <br />Ward 3 54.67% Latino CVAP and Ward 4 57.44% Latino CVAP. Our draft Map Ward numbers <br />are just numbers and don't reflect the current Riverside Ward numbers. If the Riverside <br />City council adopts the map, the city council will decide the Ward numbers. Our Draft Map <br />D Ward numbering are placeholders. We want the Latino Majority wards to be numbered <br />and fall on the presidential elections versus governor elections. Studies have shown that there <br />is higher turnout for presidential elections than governor's elections. Your hired consultants Randy <br />Solis, Principal Management Analyst and Lee Withers, Principal Management Analyst can attest <br />to this. <br />Our Draft Map D, has the most Latino CVAP concentrated Riverside neighborhoods like <br />Arlanza, Casablanca, Eastside, Downtown, Northside in Latino Majority/Voting Rights act wards, <br />1 <br />
