Subject: FW: [External] Public comments Agenda item #21
From: Roberto Halili <profhalili@sbcglobal.net>
Sent: Tuesday, February 21, 2023 5:17 PM
To: Reshape Riverside<Reshape Riverside@rive rsideca.gov>; CityClerkMbx <City Clerk@riversideca.gov>; Perry, Jim
<JPerry@riversideca.gov>; Conder, Chuck <CConder@riversideca.gov>; ccervantes@riverisdeca.gov
<ccervantes@riverisdeca.gov>; Fierro, Ronaldo <RFierro@riversideca.gov>; Plascencia, Gaby
<GPlascencia@riversideca.gov>; Edwards, Erin <EEdwards@riversideca.gov>; Hemenway, Steve
<SHemenwav@riversideca.gov>
Subject: [External] Public comments Agenda item #21
Good afternoon Mayor and Riverside city council,
My name is Roberto Halili, from The National Ecumenical Forum for Filipino Concerns - Inland Empire (NEFFCON-IE).
We are an organization comprising of people of faith who believe in the dynamic presence and integration of Filipinos and
Filipino -Americans in the US Church and society. This is demonstrated by deep, and liberating solidarity relationships
among Filipinos, Filipino -Americans and people of different cultures in solidarity with progressive organizations and
people in the Philippines in their struggle for justice, peace, human rights, and integrity of creation. We have NEFFCON-
IE members that live in Riverside.
I am writing for Riverside City Council agenda 2/21/21 Agenda Item #21 regarding Riverside city redistricting. I am in
support of "Map A3 Modification because it best represents our overall Riverside communities particularly people of color.
"Map A3 Modification is the only map that has 3 Latino CVAP wards and high Latino CVAP ward in Casablanca and
Presidential Park neighborhood and has all of the North Side Specific Plan in one ward and has a ward
(Downtown/Eastside/Northside) with an African American Communities of Interest and while keeping 15 neighborhood
communities together and protecting the integrity of the city.
There is one worry that Map B (the consultant's minimum change map) has also been advanced despite the consultant
recommending against its adoption (due to information from the Racially Polarized Voting report that has not yet been
made publicly available). If Map B gains traction, it goes against the consultant's recommendation against it in any public
testimony.
A3 Modification (Community of Interest until city council votes it as a Map) maps have:
1. 3 Latino Majority (citizen voting age population 55% +) wards + 1 High Latino CVAP ward (Casablanca)
2. Keeps Casablanca keeps high Latino CVAP Ward
3. Maintains African American communities of interest (downtown/Eastside/Northside)
Map A3 Modification:
We added Map A3 Modification to include all of North Side Specific Plan area in one ward
