"Map A3 Modification is the only map that has 3 Latino CVAP wards and high Latino CVAP ward in Casablanca and Presidential Park neighborhood and has all of the North Side Specific Plan in one ward and has a ward (Downtown/Eastside/Northside) with an African American Communities of Interest and while keeping 15 neighborhood communities together and protecting the integrity of the city. There is one worry that Map B (the consultant's minimum change map) has also been advanced despite the consultant recommending against its adoption (due to information from the Racially Polarized Voting report that has not yet been made publicly available). If Map B gains traction, it goes against the consultant's recommendation against it in any public testimony. A3 Modification (Community of Interest until city council votes it as a Map) maps have: 3 Latino Majority (citizen voting age population 55% +) wards + 1 High Latino CVAP ward (Casablanca) Keeps Casablanca keeps high Latino CVAP Ward Maintains African American communities of interest (downtown/Eastside/Northside) cc Mayor City Council City Manager City Attorney ACMs City Clerk
