W A T E R E N E R G Y L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />P <br />UB LIC UTILITIES Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: FEBRUARY 27, 2023 <br />SUBJECT: TREE POWER PROGRAM FISCAL YEAR 2002/2023, INCREASE INCENTIVE <br />FROM $35 TO $40 PER TREE, WITH PARKVIEW NURSERY, 4377 CHICAGO <br />AVENUE; PARKVIEW NURSERY, 3841 JACKSON STREET; AND LOUIE'S <br />NURSERY, 18550 VAN BUREN BOULEVARD, IN A COLLECTIVE AMOUNT <br />OF $460,000 <br />ISSUES: <br />Consider approving the Tree Power Program for Fiscal Year 2022/2023, increasing the incentive <br />from $35 to $40 per tree for the Program, and authorizing the issuance of purchase orders to <br />qualified vendors to implement the Fiscal Year 2022/2023 Tree Power Program Free Shade Tree <br />Coupon campaign in a collective amount of $460,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />1. Approve the Fiscal Year 2022/2023 Tree Power Program Free Shade Tree Coupon <br />Campaign in the amount of $460,000; <br />2. Approve an increase in the incentive for the Tree Power Program from $35 to $40 per tree <br />for both the Tree Power Rebate Program and the Tree Power Program's Free Shade Tree <br />Coupon campaign; and <br />3. Authorize the City Manager, or designee, to issue purchase orders and change orders to <br />Parkview Nursery, 4377 Chicago Avenue; Parkview Nursery, 3841 Jackson Street; and <br />Louie's Nursery, 18550 Van Buren Boulevard based on the variable product demand of <br />each nursery for the Tree Power Program's Free Shade Tree Coupon campaign in a <br />collective amount of $460,000. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) is required by state law to establish energy efficiency goals and <br />administer energy efficiency programs funded through the state -mandated Public Benefits <br />Charge. Since it was established over 20 years ago, the Tree Power Program has become a <br />proven success and is responsible for over 260,000 trees being planted across the City. As a <br />conservative estimate, each tree provides approximately 164 kilowatt hours (kWh) in energy <br />
