W A T E R E N E R G Y L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />P U B L I C U T I L I T I E S Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: FEBRUARY 27, 2023 <br />SUBJECT: APPLICATION TO THE U.S. DEPARTMENT OF ENERGY'S GRID RESILIENCE <br />AND INNOVATION PARTNERSHIP GRANT APPLICATION FOR $11.5 MILLION <br />TO FUND FULL DEPLOYMENT OF THE ADVANCED METER PROGRAM - <br />SUPPLEMENTAL APPROPRIATION <br />ISSUE: <br />Authorization for the submittal of a Grid Resilience and Innovation Partnership Program grant <br />application to the U.S. Department of Energy to continue full deployment of Advanced Metering <br />Infrastructure to all Public Utilities electric customers. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend to the City Council: <br />1. Authorize the Public Utilities Department to submit a Grid Resilience and Innovation <br />Partnership Grant (GRIP) application to the U.S. Department of Energy in an amount up to <br />$11.5 million for full deployment of citywide Advanced Metering Infrastructure; <br />2. Authorize the City Manager, or designee, to sign any -and -all necessary documents related <br />to applications for grant funding as discussed in this report, making minor corrections as <br />necessary; and <br />3. Upon grant award, authorize the Finance Department to record an increase in revenues <br />and appropriate expenditures in the estimated grant award amount of $11.5 million in GRIP <br />Grant account numbers established by the Finance Department. <br />BACKGROUND: <br />Advanced Metering Infrastructure (AMI) is an integrated system of advanced electric meters, <br />communications networks, and data management systems that enables automation and two- <br />way communication between the utility and the meter provided to the customer. The system <br />provides several important functions that were not previously possible or had to be performed <br />manually, such as the ability to automatically and remotely measure electricity use, connect and <br />disconnect service, detect tampering, identify and isolate outages, and monitor voltage. <br />AMI provides Riverside Public Utilities (RPU) near real-time and actionable information about <br />system performance, power quality, and outages, which increases reliability and efficiencies, and <br />
