Received at meeting of: (-/(¢
Date: ',~-/~ '~L~L~/

Item No.:

17 March 2004

email to: Honorable Chief Russ Leach
Riverside Police Department
City of Riverside

from: Thomas Scott
636 Sandalwood Ct, Riverside CA 92507

I am sorry to bring this to your attention, and hope that it can be resolved without
escalation. On March 11, two of our city police officers were involved in a civil
dispute. I do not know why they were called to this situation, but their
intervention was part of chain of mistakes with the potential to spiral out of hand.
would like to prevent this, not just for my neighborhood and the city; my son was
involved as an observer, and I want your help to show him that our police are
honorable men who can be trusted.

The events may seem trivial at the onset, but they progressed in a manner that is
out of context to the relationship our community has had with for so many years
with your department. My wife, Beth Braker and I used to be a part of a
community-based police program. I don't think that this would have happened if
we had maintained the contact program, started with Officer Wally Rice in the
1990s. Perhaps this lapse of contact has been the ultimate mistake.
