W A T E R E N E R G Y L I F E RIVERSIDE PUBLIC UTILITIES P UB LIC UTILITIES Board Memorandum BOARD OF PUBLIC UTILITIES DATE: FEBRUARY 13, 2023 SUBJECT: PRESENTATION FROM THE CITY ATTORNEY'S OFFICE — ASSEMBLY BILL 2449 AND TELECONFERENCING RULES ISSUE: Receive a presentation from City Attorney's Office regarding Assembly Bill 2449. RECOMMENDATION: That the Board of Public Utilities receive a presentation from the City Attorney's Office regarding Assembly Bill 2449. DISCUSSION: The Utilities General Manager requested the City Attorney's Office provide a presentation on Assembly Bill (AB) 2449, effective January 1, 2023, which sets forth new requirements for attending public meetings by teleconference when a state of emergency is not in place. The State of California has not lifted its current state of emergency and the AB 2449 rules are not yet effective. STRATEGIC PLAN ALIGNMENT: This item contributes to the Envision Riverside 2025 City Council Strategic Priority 5 — High Performing Government and Goal 5.3 — Enhance communication and collaboration with community members to improve transparency, build public trust, and encourage shared decision- making. The item aligns with each of the five Cross -Cutting Threads as follows: 1. Community Trust — Riverside is transparent and makes decisions based on sound policy, inclusive community engagement, involvement of City Boards & Commissions, and timely and reliable information. Activities and actions by the City serve the public interest, benefit the City's diverse populations, and result in greater public good. 2. Equity — Riverside is supportive of the City's racial, ethnic, religious, sexual orientation, identity, geographic, and other attributes of diversity and is committed to advancing the fairness of treatment, recognition of rights, and equitable distribution of services to ensure
