I am here to speak <br />about Riverside City council meeting Agenda #21 Riverside Redistricting Commission. We ask once again if you can <br />reconsider either an independent commission or hybrid commission. Its the only commission that can be resident led <br />without influence of electeds. <br />Support some of the principles that Assemblymember Sabrina Cervantes billlAB-1307 County of <br />Riverside Citizens Redistricting Commission that requires an independent <br />commission for the Riverside County Board of Supervisors. <br />Method 1: City Council -Led The City Council . Method 2: Standing/Advisory Committee — City Council Partially Led <br />Alternatively Method 3: Advisory Redistricting Commission — Resident Led are resident led. Even if you choose Method <br />3 Advisory Redistricting Commission Resident Led, the commissioners will be appointed by city council. That doesn't <br />symbolize autonomy. <br />As for the type of Riverside city redistricting commission, we as Brown and Black Redistricting Alliance <br />recommend that both Independent and Hybrid Commission is the way to have an independent, community <br />driven process for redistricting. <br />1. The Independent Commission conducts all the public hearings and makes the final decision on the <br />map. The City Council has no approval authority. <br />2. Hybrid Commission conducts some of the public hearings and makes recommendations on one to two <br />maps. The City Council can only adopt one of the recommended maps. <br />Process for appointing members: <br />Random draw and commission appointment but Must fit the citys recommend qualifications <br />Public hearings feedback. <br />-more public hearings versus just 4 and have throughout the city and add a Spanish one (Victorville did it)) <br />
