City (Arts 8Z Innovation <br />DISCUSSION CALENDAR <br />CITY COUNCIL <br />MINUTES <br />TUESDAY, JANUARY 17, 2023, 1 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />ESTABLISH PROPER FLAG HANDLING AND DISPLAY POLICY ON ALL CITY -OWNED OR CITY - <br />MAINTAINED FACILITIES - RESOLUTION <br />Following discussion, it was moved by Councilmember Cervantes and seconded by <br />Councilwoman Plascencia to (1) approve the Inclusiveness, Community Engagement <br />and Governmental Processes Committee recommendation to adopt a resolution <br />establishing a policy for the proper display and handling of flags at City facilities and for <br />approval and display of commemorative flags; and (2) forward future commemorative <br />flags to the Human Relations Commission for consideration and input. The motion carried <br />with Councilmembers Edwards, Cervantes, Fierro, Hemenway and Councilwoman <br />Plascencia voting aye and Councilmembers Conder and Perry voting no. <br />Whereupon, the title having been read and further reading waived, Resolution No. 23947 <br />of the City Council of the City of Riverside, California, Establishing a Proper Flag Handling <br />and Display Policy for Flags on all City -Owned or City -Maintained Facilities and for the <br />Display of Commemorative Flags, was presented and adopted. <br />MASTER FRINGE BENEFITS AND SALARY PLAN AMENDMENT - CALPERS RETIREMENT COST- <br />SHARING - UNREPRESENTED POLICE MANAGEMENT EMPLOYEES - RESOLUTIONS <br />Following discussion, it was moved by Councilwoman Plascencia and seconded by <br />Councilmember Perry to (1) approve an amendment to the contract between CaIPERS <br />and the City of Riverside for the implementation of a cost-sharing provision of 5.5 percent <br />for all Tier 1 and Tier 2 unrepresented Police Management employees in the Police Safety <br />group to pay the employer contribution of five and one-half percent (5.5%) of <br />pensionable income pursuant to Government Code Section 20516 effective as soon as <br />administratively possible; and (2) amend the Master Fringe Benefits and Salary Plan to <br />reflect the CalPERS cost-sharing provisions for Unrepresented Police Management. <br />The motion carried motion carried with Councilmembers Edwards, Cervantes, Fierro, <br />Perry, Hemenway and Councilwoman Plascencia voting aye and Councilmember <br />Conder abstaining. <br />Whereupon, the title having been read and further reading waived, Resolution No. 23948 <br />of the City Council of the City of Riverside, California, Relating to CALPERS Retirement <br />Cost -Sharing Under Government Code Section 20516 by Unrepresented Police <br />108-203 <br />
