CHAVEZ COMMUNITY CENTER <br />2060 UNIVERSITY AVENUE <br />PRESENT: Mayor Lock Dawson, Councilmembers Edwards, Cervantes, Fierro, Conder, <br />Perry, Hemenway and Councilwoman Plascencia <br />Board of Ethics Chair Nelson, Vice Chair Stahovich, and Members Demont, <br />Foley, Huerta, Keen, Newman, and Vega <br />ABSENT: Member Ford <br />Mayor Lock Dawson called the meeting to order at 5:17 p.m. and led the Pledge of <br />Allegiance to the Flag. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Jason Hunter spoke regarding the ethics appeals process. Malissa McKeith spoke about <br />inefficiencies related to the Code of Ethics and Conduct. Rikka De Herrera introduced <br />herself as the Ward 1 new member on the Board of Ethics. <br />WORKSHOP <br />REVIEW OF CODE OF ETHICS AND CONDUCT - RIVERSIDE MUNICIPAL CODE <br />CHAPTERS 2.78 AND 2.80 <br />Following discussion, it was moved by Councilmember Cervantes and seconded by <br />Councilmember Conder to (1) receive and order filed a presentation from the Markkula <br />Center for Applied Ethics; (2) review and discuss the Code of Ethics and Conduct; <br />(3) direct staff to refer revising the Code including, but not limited to (a) the Hearing Panel <br />process of the DeNovo hearing, (b) streamlining the list of issues identified by City Council <br />and Board of Ethics for clarity and understanding for the public, (c) explore the possibility <br />of a third -party drafting a Code of Ethics and Conduct process at a future Inclusiveness, <br />Community Engagement, and Governmental Processes Committee Meeting (ICGC); <br />and (4) notify members of the Board of Ethics when the item is referred to the 1CGC. The <br />motion carried unanimously. <br />The City Council adjourned at 7:10 p.m. <br />107-253 <br />
