<br />SUBJECT: RFP 2159 - PROFESSIONAL CONSULTANT SERVICES AGREEMENT FOR
<br />WATER QUALITY LABORATORY TESTING AND ANALYTICAL SERVICES
<br />WITH BABCOCK LABORATORIES, INC. OF RIVERSIDE, CALIFORNIA FOR
<br />A THREE-YEAR TERM UNTIL JUNE 30, 2025, IN THE AMOUNT OF $3,000,000
<br />WITH TWO OPTIONAL ONE-YEAR EXTENSIONS IN THE ANNUAL AMOUNT
<br />OF $1,000,000; RATIFICATION OF PURCHASE ORDER 232444;
<br />TERMINATION OF AGREEMENT FOR LABORATORY TESTING AND
<br />ANALYTICAL SERVICES WITH EUROFINS EATON ANALYTICAL, LLC
<br />ISSUES:
<br />Consider approval of an expenditure of $3,000,000 for Request for Proposal No. 2159 for water
<br />quality laboratory testing and analytical services for a three-year contract term plus two optional
<br />one-year extensions in an annual amount of $1,000,000; and recommend that the City Council
<br />approve a Professional Consultant Services Agreement from RFP No. 2159 for water quality
<br />laboratory testing and analytical services with Babcock Laboratories, Inc. of Riverside, California,
<br />for a three-year contract term until June 30, 2025, in the amount of $3,000,000, with two optional
<br />one-year extensions in the annual amount of $1,000,000; and ratify emergency Purchase Order
<br />232444 with Babcock Laboratories, Inc.; and terminate the current agreement with Eurofins Eaton
<br />Analytical LLC executed on June 30, 2022.
<br />RECOMMENDATIONS:
<br />That the Board of Public Utilities
<br />1. Approve an expenditure of $3,000,000 for RFP No. 2159 for water quality laboratory testing
<br />and analytical services for a three-year contract term until June 30, 2025, in the amount of
<br />$3,000,000 plus two optional one-year extensions in an annual amount of $1,000,000.
<br />That the Board of Public Utilities recommend that the City Council:
<br />2. Approve a Professional Consultant Services Agreement from RFP No. 2159 for water
<br />quality laboratory testing and analytical services with Babcock Laboratories, Inc., of
<br />Riverside, California, for a three-year term until June 30, 2025, in the amount of
<br />$3,000,000, with two optional one-year extensions in an annual amount of $1,000,000; and
<br />3. Authorize the City Manager, or designee, to execute the Agreement, including the two
<br />optional one-year extensions, and making minor and non-substantive changes; and
