Approve the Services Agreement for Replacement of Actuators at JW North Water Treatment <br />Plant with R&B Automation, Inc., of Temecula, California, in the amount of $75,006.99; <br /> <br />2. Authorize the City Manager, or designee, to execute the Services Agreement with R&B <br />Automation, Inc., including making minor and non-substantive changes; and <br /> <br />3. Approve Work Order No. 2227727 for the actuator replacement work at JW North Water <br />Treatment Plant. <br />BACKGROUND: <br />In September 2008, Riverside Public Utilities (RPU) completed construction of the John W. North <br />Water Treatment Plant. The main purpose for the treatment plant was to treat raw water from the <br />. <br />DISCUSSION: <br />On April 4, 2022, RPU's maintenance crew was dispatched to the John W. North Water Treatment <br />Plant to diagnose a suspected problem with several of the water treatment plant's water influent <br />and effluent valves. Staff determined that some of the actuators, which automatically control the <br />position of the valves through the treatment plant's control system, were malfunctioning. The <br />malfunction of the actuators is causing valves to partially open or not fully close. This problem is <br />disrupting the plant treatment processes and, over time, will jeopardize the plant's ultrafiltration <br />membrane system. <br /> <br />
