<br /> <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> <br />BOARD OF PUBLIC UTILITIES DATE: AUGUST 22, 2022 <br /> <br /> <br />STATE LEGISLATIVE UPDATE THROUGH JUNE 2022 <br />End of the 2021-2022 Biennial Session <br />In August 2022, the California Legislature will conclude its business for the 2021-2022 biennial <br />session after its July summer recess. There are several energy and water policy and budget <br />trailer bills being considered during this final month of action by the legislature that could <br />potentially impact RPU and its customers. A written update on priority energy and water bills will <br />be provided to the Board of Public Utilities by November 2022, consistent with the timeline of <br />legislative and executive branch action in August and September, as provided below. A list of all <br />the bills that RPU is tracking is attached for reference. <br />CaliforniAugust Deadlines <br /> Aug. 1 - Legislature reconvenes from Summer Recess <br /> Aug. 12 - Last day for fiscal committees to meet and report bills <br /> Aug. 15 - 31 - Floor session only. <br /> Aug. 25 - Last day to amend bills on the floor <br /> Aug. 31 - Last day for each house to pass bills. Final Recess begins upon adjournment. <br />Legislative Session: Important Dates Occurring During Final Recess - 2022 <br /> Sept. 30 - Last day for Governor to sign or veto bills passed by the Legislature before Sept. <br />1 and in the Governor's possession on or after Sept. 1 <br /> Oct. 2 - Bills enacted on or before this date take effect January 1, 2023. <br /> Nov. 30 - Adjournment sine die at midnight <br /> Dec. 5 - 2023-24 Regular Session convenes for Organizational Session at 12 noon. <br />Budget Act of 2022 <br />In June 2022, the Legislature and the Governor reached an agreement on the Budget Act of 2022. <br />While the budget was approved and new programs were created when Governor Newsom signed <br />the budget, many funding allocation details on water and energy will be determined in budget <br />trailer bills. Most of these go through the legislative process in August, after the legislature returns <br />from summer recess. In fact, most energy-related allocations and programs remain unresolved <br />including planning reserve margins and funding for building decarbonization. <br />That said, the budget bill did delineate funding amounts related to the energy and water sectors. <br />The budget provides $53.9 billion in climate-related investments, including $19.3 billion in the <br />Climate-Energy Package. This includes $8.1 billion for energy ($4.3 billion is currently allocated, <br />and the remaining $3.8 billion will be allocated later this summer), $300 million for extreme heat <br /> <br />
