RIVERSIDE PUBLIC UTILITIES Board Memorandum BOARD OF PUBLIC UTILITIES DATE: AUGUST 22, 2022 SUBJECT: ELECTRIC SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM UPGRADE PROJECT - PROFESSIONAL CONSULTANT SERVICES AGREEMENT WITH OPEN SYSTEMS INTERNATIONAL FOR THE UPGRADE OF EXISTING OPEN SYSTEM INTERNATIONAL BASED ELECTRIC SUPERVISOR CONTROL AND DATA ACQUISITION SYSTEM, FOR A TERM UNTIL NOVEMBER 30, 2027, IN THE AMOUNT OF $2,121,116 WITH AN ADDITIONAL $45,000 FOR TAX ON TANGIBLE ITEMS; A 10% PROJECT CONTINGENCY IN THE AMOUNT OF $121,451; WORK ORDER NO 2205440 IN THE AMOUNT OF $1,335,961; TOTAL PROJECT COST OF $2,287,567 ISSUES: Consider approving the expenditure of $2,287,567 for the Electric Supervisory Control and Data Acquisition System Upgrade Project. RECOMMENDATIONS: That the Board of Public Utilities: 1. Approve the expenditure of $2,287,567 for the Electric Supervisory Control and Data Acquisition System Upgrade Project; 2. Approve a Software License Agreement with Open Systems International, Inc. of Medina, Minneapolis, for Electric Supervisory Control and Data Acquisition System software upgrades, services and licenses; 3. Approve Work Order No. 2205440 for the capital costs of the Electric Supervisory Control and Data Acquisition System Upgrade Project including a 10% project contingency in the amount of $1,335,961; 4. Recommend that the City Council approve Professional Consultant Services Agreement with Open Systems International, Inc. of Medina, Minneapolis for the upgrade of existing Open Systems International Based Electric Supervisory Control and Data Acquisition System and Energy Management Systems, in the amount of $2,121,116 with an additional $45,000 for tangible taxable items; and 5. Recommend that the City Council authorize the City Manager, or designee, to execute the Agreements, including making minor, non-substantive changes, and to sign all documents and instruments necessary to complete the transactions.
