CITY OF
RIVERSIDE
City of Arts &Innovation
CULTURAL HERITAGE BOARD
MINUTES
WEDNESDAY, JUNE 15, 2022, 3:30 P.M.
PUBLIC COMMENT IN PERSON/TELEPHONE
ART PICK COUNCIL CHAMBER
3900 MAIN STREET
COMMISSIONERS
PRESENT: J. Brown, M. Carter, J. Gamble, P. Horychuk, C. McDoniel, C. Tobin
ABSENT: N. Ferguson
STAFF: D. Murray, S. Watson, S. Wilson, F. Andrade
Chair Gamble called the meeting to order at 3:30 p.m.
ORAL COMMUNICATIONS FROM THE AUDIENCE
Jordon Sisson spoke regarding item 6. He stated Article VII, Section 2c mentions applicant
presentation is limited to 15 minutes. He asked if non -applicant appeals have 15 minutes
as well? Article 14, makes reference to commission handbook, relevant sections 4 (page
11 in handbook) items 3 and 5 (page 18 in handbook), these seem appropriate however,
probably should be monitored in case the handbook does change. Regarding item 7 -
Historical District Update, he thanked staff for thorough overview. He suggested a handy
one page flow chart that would be helpful for residents who want to know about the
designation process. Second, it would generally be very helpful to have sense of time
and financial resources for the designation process. He asked if perhaps a CPI
adjustment of the two most recent districts may be helpful (Palm Heights 2008 and
Somerset Drive District in 2005). While these aren't very recent they may give a glimpse
of the financial cost for small and bigger jurisdictions. Third, there are 4 potential historical
districts and 4 conservation areas it and it would be helpful to know where they are in the
process of designation and perhaps what resources are necessary to see those through
the process; or perhaps gain staff's opinion of which of those areas should be prioritized
and for what reason. Last, he requested a brief overview of the major efforts in the last
five years. It may be helpful particularly when the vacancies for this body are filled.
CONSENT CALENDAR
The Consent Calendar was unanimously approved as presented below affirming the
actions appropriate to each item.
MINUTES
The minutes of the meetings of May 18, 2022, were approved as presented.
Approved - Cultural Heritage Board Minutes - June 15, 2022 1
