The Mayor and City Council returned to open session at 3:00 p.m. with Mayor Lock Dawson presiding and all Councilmembers present. PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS CALIFORNIA PUBLIC FINANCE AUTHORITY- AFFORDABLE HOUSING PROJECT - THE ASPIRE - 3861-3893 THIRD - RESOLUTION Hearing was called to consider a Tax Equity and Fiscal Responsibility Act (TEFRA) Public Hearing regarding the issuance of revenue bonds and the related plan of financing to finance the acquisition and development of a 33 -unit affordable housing project located at 3861-3893 3rd Street, Riverside, California; and adopt a resolution authorizing the City 108-34
