City Council Memorandum <br />City °JArts &Innovation <br />IIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIII <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: AUGUST 16, 2022 <br />FROM: PUBLIC WORKS DEPARTMENT WARDS: 1 AND 2 <br />SUBJECT: RAILROAD CROSSING ELIMINATION PROGRAM, TRADE CORRIDOR <br />ENHANCEMENT PROGRAM, AND THE UNITED STATES DEPARTMENT OF <br />TRANSPORTATION BRIDGE INVESTMENT PROGRAM CALL FOR PROJECTS <br />GRANT APPLICATIONS <br />ISSUES: <br />Authorize the submittal of three grant applications to assist with the construction of the Third Street <br />at Burlington Northern Santa FE (BNSF) Grade Separation Project and the reconstruction of the <br />Mission Inn Avenue bridge over the Santa Ana River, for grants in the total amount of $100.6 <br />million. <br />RECOMMENDATIONS: <br />That the City Council: <br />1. Authorize the Public Works Department to prepare and submit a Railroad Crossing <br />Elimination Program application to the Federal Railroad Administration (FRA) in the <br />amount of $10 million to construct the Third Street at BNSF Grade Separation Project; <br />2. Authorize the Public Works Department to prepare and submit a Trade Corridor <br />Enhancement Program grant application to the California Transportation Commission in <br />the amount of $24.5 million to construct the Third Street at BNSF Grade Separation Project; <br />3. Authorize the Public Works Department to prepare and submit a United States Department <br />of Transportation Bridge Investment Program grant application to the Federal Highway <br />Administration in the amount of $67.2 million to reconstruct the Mission Inn Avenue bridge <br />over the Santa Ana River; <br />4. Upon grant award, authorize local matching funds up to a total amount of $9.35 million for <br />the Third Street at BNSF Grade Separation Project to be taken from existing Congestion <br />Mitigation and Air Quality Improvement Program (CMAQ), Western Riverside Council of <br />Governments (WRCOG), and Measure A funds; and <br />5. Authorize the City Manager, or designee, to sign any and all necessary documents related <br />to applications for the grant funding discussed in this report. <br />
