Approve the Riverside County Transportation Commission MSRC Funding Cooperative <br />Agreement for Riverside Hunter Park/UCR Metrolink Station Improvements; <br />2. With at least five affirmative votes, authorize the Chief Financial Officer, or designee, to <br />record an increase in revenues and supplemental appropriation in the Capital Outlay — <br />Grants Fund, Rustin Avenue Sidewalk Improvements revenue and expenditure accounts <br />in the amount of $220,000; and <br />3. Authorize the City Manager, or designee, to execute the Agreement, including making <br />minor and non -substantive changes. <br />BACKGROUND: <br />The Mobile Source Air Pollution Reduction Review Committee has supported and invested <br />funding in clean transportation initiatives that reduce air pollution from motor vehicles throughout <br />the South Coast Region. As part of Metrolink's expansion service to the City of Perris, a train <br />station was established on the north side of Marlborough Avenue at Rustin Avenue. In order to <br />accommodate and encourage pedestrian travel to/from the train station, the City is recommending <br />the construction of missing sidewalk (approximately 600 linear feet) on the easterly side of Rustin <br />Avenue. The Riverside County Department of Mental Health located at 2085 Rustin Avenue has <br />expressed strong support for the sidewalk construction to accommodate its staff and visitors who <br />
