City 0[Arts &Innovation <br />City Council Memorandum <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: AUGUST 2, 2022 <br />FROM: RIVERSIDE FIRE DEPARTMENT <br />OFFICE OF HOMELESS SOLUTIONS <br />CITY ATTORNEY'S OFFICE <br />WARDS: ALL <br />SUBJECT: ORDINANCE OF THE CITY OF RIVERSIDE, CALIFORNIA, AMENDING <br />SECTION 9.04.600 AND ADDING SECTIONS 9.040.610 THROUGH 9.04.630 TO <br />CHAPTER 9.04, "OFFENSES," OF TITLE 9 "PEACE, SAFETY AND MORALS" <br />OF THE RIVERSIDE MUNICIPAL CODE, TO MAKE IT UNLAWFUL AND A <br />PUBLIC NUISANCE TO SIT, LIE, SLEEP, OR STORE, USE, MAINTAIN OR <br />PLACE ANY BULKY ITEM OR PERSONAL PROPERTY WHICH WOULD <br />INCLUDE, BUT NOT LIMITED TO, HOMELESS ENCAMPMENTS IN THE <br />WILDLIFE URBAN INTERFACE. <br />ISSUE: <br />Ordinance amendment to Title 9 of the Riverside Municipal Code — Peace, Safety and Morals <br />RECOMMENDATION: <br />That the City Council: <br />1. Receive a report regarding the Wildlife Urban Interface in the City of Riverside; and <br />2. Adopt the ordinance amendments to Title 9 (Peace, Safety and Morals) of the Riverside <br />Municipal Code. <br />COMMITTEE RECOMMENDATION: <br />On June 15, 2022, the Safety, Wellness, and Youth Committee voted 2-0 to recommend that the <br />City Council approve and adopt an ordinance to make it unlawful and a public nuisance to sit, lie, <br />sleep, or store, use, maintain or place any bulky item or personal property which would include, <br />but not limited to, homeless encampments in high fire areas in the City of Riverside. <br />BACKGROUND: <br />Legal Considerations <br />
