The motion carried unanimously. DISCUSSION CALENDAR STATE WATER RESOURCES CONTROL BOARD'S EMERGENCY DROUGHT REGULATIONS UPDATE Following discussion, it was moved by Councilmember Fierro and seconded by Councilwoman Plascencia to (1) receive and order filed an update on the State Water Resources Control Board's Emergency Drought Regulations; and (2) deferred the implementation of demand reduction actions identified in Stage 2 of the City's Water Shortage Contingency Plan to a future Closed Session discussion. The motion carried with Councilmembers Edwards, Fierro, Conder, Perry, and Councilwoman Plascencia voting aye, Councilmember Cervantes voting no, and Councilmember Hemenway absent. CLOSED SESSIONS The Mayor and City Council adjourned to closed sessions at pursuant to Government Code (1) §54956.9(d) (1) to confer with and/or receive advice from legal counsel concerning Xavier Lopez v. City of Riverside, et al., United States District Court Case No. 5:21 -cv-02140-ODW (JEMx); (2) §54956.9(d)(1) to confer with and/or receive from legal counsel concerning Charles Griffits v. City of Riverside, WCAB Claim No.(s): ADJ9154149, ADJ9226281, ADJ9264425; (3) §54956.9(d) (1) to confer with and/or receive from legal counsel concerning Eric Hibbard v. City of Riverside, WCAB Claim No.(s): ADJ 1 1357648A, ADJ 1 1080534,160296, 160293, 160221,1 10081; (4) §54956.9(d)(1) to confer with and/or receive advice from legal counsel concerning Summer Parada, et al. v City of Riverside, Riverside Superior Court Case No. RIC 1818642; (5) §54956.9(d) (1) to confer with and/or receive from legal counsel concerning David Taylor v. City of Riverside, WCAB Claim No.(s): ADJ12244968; (6) §54956.9(d)(2) to confer with and/or receive advice from legal counsel concerning significant exposure to litigation regarding one case; (7) §54956.9(d) (4) to confer with and/or receive advice from legal counsel concerning the City Council deciding whether to initiate litigation regarding one case; and (8) §54957(a) for consultation with Chief of Police Larry Gonzalez and Chief Information Officer George Khalil regarding threat to public services or facilities.
