<br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br /> <br />BOARD OF PUBLIC UTILITIES DATE: JULY 25, 2022 <br /> <br />SUBJECT: TOYON ROAD AND HOLLY LANE WATER MAIN REPLACEMENT <br />PROJECT WORK ORDER NO. 2111679 IN THE AMOUNT OF $1,392,000 <br />ISSUE: <br />Consider approval of Work Order No. 2111679 in the total amount of $1,392,000 for all <br />engineering, construction, paving and construction contingency costs for the Toyon Road and <br />Holly Lane Water Main Replacement Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve Work Order No. 2111679 in the total amount of <br />$1,392,000 for all engineering, construction, paving and construction contingency costs for the <br />Toyon Road and Holly Lane Water Main Replacement Project. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) budgets annually for the replacement of certain high-priority water <br />pipelines which have been determined to have reached end of life. This determination is made <br />based on parameters such as age, material, and maintenance records. RPU utilizes a data- <br />driven, risk-based model to identify high-risk segments of distribution pipelines for replacement <br />known as the Business Risk Exposure (BRE) model. The BRE model has been a useful tool to <br />help prioritize water main replacement projects. An overview of the BRE model was presented to <br />the RPU Water Committee on October 13, 2021. <br />The Toyon Road and Holly Lane Water Main Replacement Project is part of RPU ongoing water <br />main replacement program to replace old and high-priority water mains. The project area consists <br />of existing 4-inch and 6-inch cast iron, 6-inch ductile iron, and 8-inch asbestos cement water <br />pipelines that were installed between 1958 and 1993. These pipelines have experienced over 24 <br />reported leaks since 1984, with at least 13 leaks occurring within the last 10 years. There is a <br />very short segment of existing 6-inch ductile iron pipe that was installed in 1993 at the end of <br />Glencoe Drive as part of a new development (approximately 70 feet). This short segment of pipe <br />will be replaced as part of this overall project. <br />Based on their leak history, age and size, these water pipelines have been ranked as high <br />priorities for replacement to improve reliability of the water system and enhance fire flow. In <br />addition, by completing <br />this project at this time, RPU has an opportunity to save on paving costs since the Public Works <br /> <br />
