<br /> <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> <br />BOARD OF PUBLIC UTILITIES DATE: JULY 25, 2022 <br /> <br />SUBJECT: BILLING DISPUTE APPEAL OF DETERMINATION FOR ELECTRIC METER <br />READINGS AT 6635 NAVEL COURT <br />ISSUE: <br />Consider the appeal from Stacey Mortiz-Erbstoesser of 6635 Navel Court, Riverside, 92506, in <br />response to the Public Utilities Department determination of findings respective of the electric <br />billing dispute for electric service billed on April 28, 2022, for the account at the same address. <br />RECOMMENDATION: <br />That the Board of Public Utilities deny the appeal from Stacey Moritz-Erbstoesser of 6635 Navel <br />Court, Riverside, 92506, for electric service billed on April 28, 2022, for the account at the same <br />address and uphold the Public Utilities Department finding that the billing was calculated <br />accurately. <br />LEGISLATIVE HISTORY: <br />On February 28, 2022, the Board of Public Utilities (Board) conducted a public hearing and <br />unanimously approved changes to Water Rule 17 and Electric Rule 21 for the Disputed Bill Appeal <br />Processes and changes to Water Rule 6 and Electric Rule 6 for Meter Investigations and <br />Adjustments of Bills. Due to a staff error, the February 28, 2022 agenda package was missing <br />the Board Resolution as an attachment; the Board considered the items again on April 25, 2022, <br />and unanimously approved the Board Resolution that was inadvertently omitted from the February <br />28, 2022 agenda. <br />On June 14, 2022, City Council received an update on the changes to Water Rule 17 and Electric <br />Rule 21 for the Disputed Bill Appeal Processes and changes to Water Rule 6 and Electric Rule 6 <br />for Meter Investigations and Adjustments of Bills process. Following discussion, it was <br />anonymously approved to adopt a resolution approving the changes to the rules with amendments <br />as described: <br />(a) Amend Electric Rule 6 and Water Rule 6 Meter Investigations and Adjustments of Bills <br />Section A. l. and Water Rule 17 and Electric Rule 21 Disputed Bill Appeal Process Section <br />A to reflect that the customer can dispute the billing error after receiving the bill on or before <br />the bill due date; and <br />(b) Amend Water Rule 17 Disputed Bill Appeal Process Section D and Electric Rule 21 <br />Disputed Bill Appeal Process Section E to reflect that the City Council has designated the <br /> <br />
