OF BOULDER, COLORADO TO <br />REPLACE FIVE FUEL METERS AT THE SPRINGS POWER PLANT IN THE <br />AMOUNT OF $131,202; AND APPROVE WORK ORDER NO. 2225714 FOR <br />THE SPRINGS FUEL METERS UPGRADE PROJECT IN THE AMOUNT OF <br />$156,722 <br />ISSUE: <br />Consider approval of an agreement with Micro Motion, Inc. of Boulder, Colorado to replace five <br />(5) fuel meters at the Springs Power Plant in the amount of $131,202, and approval of Work Order <br />No. 2225714 for the Springs Fuel Meters Upgrade Project in the amount of $156,722. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve an agreement with Micro Motion, Inc. of Boulder, Colorado to replace five (5) fuel <br />meters at the Springs Power Plant in the amount of $131,202; <br /> <br />2. Approve Work Order No. 2225714 for the Springs Fuel Meters Upgrade Project in the <br />amount of $156,722; and <br /> <br />3. Authorize the City Manager, or designee, to execute the Agreement, including making <br />minor and non-substantive changes. <br />BACKGROUND: <br />The Springs Generation Facility (Springs) began commercial operations in July 2002 and can <br />produce 40 megawatts of electricity. Springs is a strategic resource for maintaining electric grid <br />stability and for power restoration after a citywide power outage. There are four gas turbines at <br />Springs and during normal operations, each unit must comply with State, Federal, and South <br />Coast Air Quality Management District (SCAQMD) regulations. <br />Fuel meters are complex components that are a requirement opermit. Each <br />installed fuel meter is used to calculate mass air emissions and requires annual certification by a <br />third party for measurement accuracy. The existing fuel meters have been in operation for over <br />20 years and have reached the end of their life cycle and are considered obsolete technology. In <br />fact, the existing fuel meters are no longer supported by the manufacturer. Replacement with a <br />newer version is recommended. <br /> <br />
