CITY COUNCIL <br />MINUTES <br />• TUESDAY, JULY 5, 2022, 1 P.M. <br />PUBLIC COMMENT IN PERSON/TELEPHONE <br />City of Arts &.Innovation ART PICK COUNCIL CHAMBER <br />3900 MAIN STREET <br />CONSENT CALENDAR <br />It was moved by Councilmember Hemenway and seconded by Councilmember Perry <br />to approve the Consent Calendar as presented affirming the actions appropriate to <br />each item. The motion carried unanimously. <br />RECONSIDER CIRCUMSTANCES OF STATE OF EMERGENCY AND MAKE A FINDING THAT <br />STATE AND/OR LOCAL OFFICIALS CONTINUE TO RECOMMEND SOCIAL DISTANCING <br />MEASURES <br />The City Council (1) reconsidered the circumstances of the state of emergency; and <br />(2) made a finding that the state of the emergency continues to directly impact the <br />ability of the members to meet safely in person and that state and/or local officials <br />continue to recommend or impose social distancing measures. <br />MINUTES <br />The minutes of the meetings of June 21, 2022, were approved as presented. <br />BOARD AND COMMISSION APPOINTMENT <br />The Mayor and City Council appointed Gayat "Gaby" Adame to the Ward 2 Resident <br />seat on the Budget Engagement Commission for a term through March 1, 2025. <br />AGREEMENT - FEDERAL ADVOCACY SERVICES <br />The City Council (1) approved a Professional Consultant Services Agreement with Thorn <br />Run Partners to provide Federal Advocacy Services for the period of July 1, 2022 through <br />December 31, 2024, for $91,200 annually, with the option to extend for three additional <br />one-year terms, not to exceed six years and a contract total of $547,200; and <br />(2) authorized the City Manager, or designee, to execute the Professional Consultant <br />Service Agreement with Thorn Run Partners, including making minor and non -substantive <br />changes and contract extensions subject to the terms, conditions and scope of services <br />outlined in Request for Proposal No. 2151. <br />REQUEST FOR PROPOSAL 2173 - ECONOMIC AND FISCAL IMPACT ANALYSIS OF UNIVERSITY <br />OF CALIFORNIA RIVERSIDE CAMPUS - SUPPLEMENTAL APPROPRIATION <br />The City Council (1) approved the Professional Services Agreement with Economic and <br />Planning Systems, Inc., Sacramento, from Request for Proposal 2173 for an economic and <br />fiscal impact analysis of the University of California at Riverside campus for a one-year <br />term with the option to extend for one additional six-month term in the amount of <br />
