CITY COUNCIL MINUTES • TUESDAY, JULY 5, 2022, 1 P.M. PUBLIC COMMENT IN PERSON/TELEPHONE City of Arts &.Innovation ART PICK COUNCIL CHAMBER 3900 MAIN STREET CONSENT CALENDAR It was moved by Councilmember Hemenway and seconded by Councilmember Perry to approve the Consent Calendar as presented affirming the actions appropriate to each item. The motion carried unanimously. RECONSIDER CIRCUMSTANCES OF STATE OF EMERGENCY AND MAKE A FINDING THAT STATE AND/OR LOCAL OFFICIALS CONTINUE TO RECOMMEND SOCIAL DISTANCING MEASURES The City Council (1) reconsidered the circumstances of the state of emergency; and (2) made a finding that the state of the emergency continues to directly impact the ability of the members to meet safely in person and that state and/or local officials continue to recommend or impose social distancing measures. MINUTES The minutes of the meetings of June 21, 2022, were approved as presented. BOARD AND COMMISSION APPOINTMENT The Mayor and City Council appointed Gayat "Gaby" Adame to the Ward 2 Resident seat on the Budget Engagement Commission for a term through March 1, 2025. AGREEMENT - FEDERAL ADVOCACY SERVICES The City Council (1) approved a Professional Consultant Services Agreement with Thorn Run Partners to provide Federal Advocacy Services for the period of July 1, 2022 through December 31, 2024, for $91,200 annually, with the option to extend for three additional one-year terms, not to exceed six years and a contract total of $547,200; and (2) authorized the City Manager, or designee, to execute the Professional Consultant Service Agreement with Thorn Run Partners, including making minor and non -substantive changes and contract extensions subject to the terms, conditions and scope of services outlined in Request for Proposal No. 2151. REQUEST FOR PROPOSAL 2173 - ECONOMIC AND FISCAL IMPACT ANALYSIS OF UNIVERSITY OF CALIFORNIA RIVERSIDE CAMPUS - SUPPLEMENTAL APPROPRIATION The City Council (1) approved the Professional Services Agreement with Economic and Planning Systems, Inc., Sacramento, from Request for Proposal 2173 for an economic and fiscal impact analysis of the University of California at Riverside campus for a one-year term with the option to extend for one additional six-month term in the amount of
