OF DURHAM, NORTH CAROLINA TO <br />PERFORM SELECTIVE CATALYTIC REDUCTION MAINTENANCE ON <br />RIVERSIDE ENERGY RESOURCE CENTER UNITS 3 AND 4 FOR $288,900 <br />ISSUE: <br />Consider approval of an agreement with Cormetech, Inc. of Durham, North Carolina to perform <br />selective catalytic reduction maintenance on Riverside Energy Resource Center Units 3 and 4 for <br />$288,900. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve an agreement with Cormetech, Inc. of Durham, North Carolina to perform <br />selective catalytic reduction maintenance on Riverside Energy Resource Center Units 3 <br />and 4 for $288,900; and <br /> <br />2. Authorize the City Manager, or designee, to execute the agreement with Cormetech, Inc. <br />including making minor and non-substantive changes. <br />BACKGROUND: <br />Riverside Energy Resource Center Units 3 and 4 (RERC 3&4) began operations in April 2011 and <br />generate 96 megawatts of electricity to support Both units operate in <br />compliance with the Environmental Protection Agency (EPA) and South Coast Air Quality <br />Management District (SCAQMD) regulations. <br />Stringent air emissions limits for Nitrogen Oxide (NOx) concentration levels are part of the <br />required operating permit for RERC 3&4. Each unit must maintain an hourly concentration <br />average of 2.3 parts per million or less. This is achieved by the incorporation of Selective Catalytic <br />Reduction (SCR) modules in the exhaust systems for each of the units. The SCR modules used <br />at RERC 3&4 are the best available control technology and reduce 90% of NOx emissions. <br />During a recent inspection on RERC 3&4, staff identified deficiencies with the sealing integrity on <br />the SCR modules. Through normal use, elements within the module make-up have shifted, <br />resulting in leakage of untreated emissions through the SCR.
