Subject: FW: [External] Fwd: R -NOW petition and correspondence with March JPA
Attachments: image001.png; Zoning for the March JPA West Campus Upper Plateau.eml
From: Mike McCarthy <uber.snotling@gmail.com>
Sent: Thursday, June 23, 2022 11:00 AM
To: 2Mayor <2MAYOR@riversideca.gov>
Subject: [External] Fwd: R -NOW petition and correspondence with March JPA
Dear City Council Members,
cc Mayor
City Council
City Attorney
Interim City Manager
ACMs
Interim CEDD Director
My name is Mike McCarthy, resident of Orangecrest and member of Riverside Neighbors Opposing Warehouses. I
wanted to quickly follow up with you regarding our petition and letter and forward correspondence I have been having
with Mr. Fairbanks - Planning Director at March JPA (cc'd).
Our primary requests on the petition are threefold.
1) We request the City Council to send a letter of opposition to the March JPA during the public comment period (likely
starting in July or August 2022) on the West Campus Upper Plateau proposal.
2) We request the City Council to direct its two representatives on the March JPA commission, Councilmen Perry and
Conder, to vote NO on the proposal.
3) We request the City Council to actively engage in commenting and advocating for its residents on this proposed
development adjacent to over 1,000 City of Riverside homes. This is especially important because the City of Riverside
will receive tax revenue and rental revenue from this project if approved, and thus silence is tacit approval of the
plan. The City of Riverside has a vested interest in appropriate zoning next to its homes. We ask that you represent our
collective interest in this important development adjacent to our community
Finally, I am attaching correspondence I have had with Mr. Fairbanks. For background, the March JPA has no "good
neighbor guidelines" for warehouse siting and this discussion was asking for a voluntary "analysis" to understand
whether the warehouse siting would be allowed under adjacent jurisdictions guidelines. The most relevant two emails
are copied here - but the entire chain is attached. In summary, the March JPA will not commit to determining whether
the proposed development would be allowed under City of Riverside Good Neighbor Guidelines. I believe that this is
because the proposed development would not be allowed under City of Riverside planning requirements.
I ask that the City Council please advocate for its residents against development that it would not allow within City
boundaries.
Mike McCarthy
Orangecrest, Ward 4, 92508
Mr. Fairbanks,
More than 90% of the residences affected by the proposal are in the City of
Riverside. The City of Riverside Good Neighbor guidelines for warehouse siting
are linked here:
CITY OF RIVERSIDE GOOD NEIGHBOR GUIDELINES (riversideca.gov)
It is important to analyze the proposal with respect to the policies of the
relevant adjacent jurisdiction to avoid the "conflicts" with the policies of
1
