City Council Memorandum TO:HONORABLE MAYOR AND CITY COUNCILDATE: JULY 5, 2022 FROM: PUBLIC WORKS DEPARTMENT WARDS: ALL SUBJECT:STORMWATER TASK FORCE AGREEMENTS THIRD AMENDMENTTO THE AGREEMENT TO FORM THE LAKE ELSINORE AND CANYON LAKE TMDL TASK FORCE, EXTENDING THE AGREEMENT TO JUNE 30, 2025, WITH THE OPTION FOR AN ADDITIONAL TWO YEARS IN THE ESTIMATED ANNUAL AMOUNT OF $32,082; SECOND AMENDMENTTO THE AGREEMENT TO FORM THE MIDDLE SANTA ANA RIVER TMDL TASK FORCE, EXTENDING THE AGREEMENT TO JUNE 30, 2027 IN THE ESTIMATED ANNUAL AMOUNT OF $12,155 ISSUE: Approve stormwater task force agreements for the City of Riverside to participate in the Lake Elsinore and Canyon Lake,andMiddle Santa Ana River Watershed Total Maximum Daily Load Task Forces; Third Amendmentto the Agreement to form the Lake Elsinore and Canyon Lake TMDL Task Force to extend the term to June 30, 2025, with an optional two-year extension, in the estimated annual amount of $32,082; Second Amendmentto the Agreement to form the Middle Santa Ana River TMDL Task Force, extending the agreement to June 30, 2027, in the estimated annual amount of $12,155. RECOMMENDATIONS: That the City Council: 1.Approvethe Third Amendmentto the Agreement to form the Lake Elsinore and Canyon Lake Total Maximum Daily LoadTask Force,extendingthe term to June 30, 2025 with an optionto extend for one additionaltwo-year term, in the annual amount of $32,082; 2.Authorize the City Manager, or designee, to execute the Third Amendment to the Agreementto form the Lake Elsinore and Canyon Lake Total Maximum Daily Load Task Forceincludingexecution ofthe additional two-year extensionand making minor and non- substantive changes as necessary; 3.Approve the Second Amendmentto the Agreement to form the Middle Santa Ana River Total Maximum Daily Load Task Force, extending the agreement to June 30, 2027, in the annual amount of $12,155; and 4.Authorize the City Manager, or designee, to execute the Second Amendment to the
