<br /> City Council Memorandum <br />TO:HONORABLE MAYOR AND CITY COUNCILDATE:JULY 5, 2022 <br />FROM:HUMAN RESOURCES DEPARTMENTWARDS: ALL <br />SUBJECT:REVISIONS TO THE MEMORANDAOF UNDERSTANDING WITH THE <br />INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS(IBEW), <br />UTILITY AND SUPERVISORYUNITS,AND RELATED REVISIONS TO THE <br />FRINGE BENEFIT AND SALARY PLANSUPPLEMENTAL APPROPRIATION <br />ISSUE: <br />The item for City Council consideration istheapproval of successorMemorandaof <br />Understanding with the International Brotherhood of Electrical Workers, Utility Unit and <br />International Brotherhood of Electrical Workers, Supervisory Unit. <br />RECOMMENDATION: <br />That the City Council: <br />1.Approve the attached Memorandaof Understanding(MOUs) effective January 1, 2022, <br />through December 31,2024,which incorporatesthe negotiatedrevisions; <br />2.Authorize the City Manager, or his designee, to execute the Memorandaof <br />Understandingson behalf of the City; <br />3.Adopt the attached Resolution amending the Master Fringe Benefits and Salary Plan to <br />reflect the revised MOU provisions as outlined inExhibit A attached thereto; and <br />4.With five affirmative votes, authorize the Chief Financial Officer or designee to record <br />supplementalappropriations in the approximate amountsof $3.8millionin fiscal year <br />2022/23 and $2.6 millionin fiscal year2023/24in the applicable accounts of the Electric <br />Fund. <br />BACKGROUND: <br />The City began labor negotiations with theInternational Brotherhood of Electrical Workers, Utility <br />Unit and International Brotherhood of Electrical Workers, Supervisory Unitin late 2021 upon the <br />expiration of the former MOUson September 30, 2021. The City and the Union mutually agreed <br />to extend the former contract through December 31, 2021. Labor negotiation meetings continued <br />through June 2022 until a mutual agreement was reached. <br /> <br />
