City Council Memorandum TO:HONORABLE MAYOR AND CITY COUNCILDATE: JULY 5, 2022 FROM: OFFICE OF THE CITY MANAGER WARDS: ALL SUBJECT:RFP 2173 -PROFESSIONAL SERVICES AGREEMENT WITHECONOMIC AND PLANNING SYSTEMS, INC., OF SACRAMENTO, CALIFORNIA FOR AN ECONOMIC AND FISCAL IMPACT STUDY OF THE UNIVERSITY OF CALIFORNIA AT RIVERSIDECAMPUS LONG RANGE DEVELOPMENT PLAN FOR A ONE-YEAR TERM WITH THE OPTION TO EXTEND FOR ONE ADDITIONAL SIX-MONTH TERM IN THE AMOUNT OF $200,000 PLUS10% CONTINGENCY FOR A TOTAL APPROVAL OF $220,000 SUPPLEMENTAL APPROPRIATION ISSUE: Approve a Professional Services Agreement with Economic and Planning Systems, Inc., of Sacramento, California, from RFP 2173, for an economic and fiscal impact analysis ofthe University of California at Riverside campus,for a one-year term with the option to extend for one additional six-month term in the amount of $200,000and authorize 10% contingency for a total approval of $220,000. RECOMMENDATIONS: That the City Council: 1.Approve the Professional Services Agreement with Economic and Planning Systems, Inc., of Sacramento,California, from RFP 2173,for an economic and fiscal impact analysis of the University of California at Riverside campus, for a one-year term with the option to extend for one additional six-month term in the amount of $200,000; 2.Authorize contingency in the amount of 10%; 3.With at least five affirmative votes, authorize a supplemental appropriation in the amount of $220,000 in the General Fund, City Manager-Administration, Professional Services Account; and 4.Authorize the City Manager, ordesignee, to execute the Professional Services Agreement includingexecution of the optional extension for one six-month period and making minor and non-substantive changesasnecessary.
