People Serving <br />People <br /> <br /> CITY OF RIVERSIDE <br />CITY COUNCIL MEMORANDUM <br /> <br />Riverside <br /> <br />AIFAmedca City <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />DATE: March 9, 2004 <br /> <br />ITEM NO: 2/, <br /> <br />SUBJECT: Memorandum of Understanding (MOU) with the Riverside Police <br />Administrators' Association (RPAA}--Supplemental Appropriation <br /> <br />BACKGROUND: <br /> <br />RPAA members have been working under an expired agreement with the City since July 1, <br />2002. In that agreement was a clause referred to as "me, too," which ensured that members of <br />RPAA received at a minimum the same salary and benefit increases of RPOA (Riverside Police <br />Officers Association). The second half of RPAA's last increase was not implemented due to the <br />expired condition, pending completion of a new contract. <br /> <br />Late last year, RPAA and the City reached an impasse and mediation was engaged. Mediation <br />did not result in a final recommendation and both parties agreed to revisit negotiations. At this <br />time, a tentative agreement has been reached and is presented for ratification by the City <br />Council. <br /> <br />The agreement proposes a salary adjustment dating back to the previous agreement and a <br />retro-active salary alignment to create an appropriate separation in pay ranges between ranks. <br />A $30 per pay period increase in medical premiums and $45 per month increase in deferred <br />compensation is included in the agreement. The agreement allows for RPAA to receive the <br />same benefits as RPOA, including any reductions (may be taken in either salary or benefits in <br />equal value) that may occur, with adjustments for any benefits that are not suitable for the <br />management classification. Finally, the agreement provided for a limited re-opener for non- <br />economic issues within specified time frames. The proposed term is through the year 2010. <br /> <br />The agreement presents a departure from the previous agreement with this unit, which <br />permitted not only parity of benefits and salary increases with RPAA but also allowed for <br />additional negotiations above that base. <br /> <br />FISCAL IMPACT: <br /> <br />The total direct cost for implementation of the eight-year agreement is $226,000. Additional <br />costs will be incurred with any changes in the RPOA contract. The current budget included <br />$206,000 towards the increase. A supplemental appropriation would be required for the <br />additional $26,000. <br /> <br />ALTERNATIVES: <br /> <br />The Council may choose to not approve the agreement and direct staff to resume the <br />negotiation process. <br /> 24-1 <br /> <br /> <br />
